SEC. 205. Whoever, being a postmaster, notary public, False acknowljustice of the peace, or other person authorized to administer oaths or take acknowledgments in matters pertaining to bonds of postmasters, proposals or contracts for carrying the mails, or any other bonds, undertakings of suretyship, or other business connected with the PostOffice Department, shall knowingly make any false acknowledgment or statement concerning the appearance before them, or the financial standing of any principal, sureties, or other parties to any such bond, contract, proposal, or other instrument, shall be punished by a fine of not more than two thousand dollars, or by imprisonment for not more than two years, or by both such fine and imprisonment.

SEC. 207. Whoever shall place or cause to be placed any matter in the mails during the regular weighing period, for the purpose of increasing the weight of the mail with 13 June, 1898; intent to cause an increase in the compensation of the rail- 446, s. 1; 2 Supp., road over whose route such mail may pass, shall be punished by a fine of not less than one thousand nor more than twenty thousand dollars, or by imprisonment for not less than one nor more than five years, or by both such fine and imprisonment.

SEC. 208. SEC. 210. Whoever knowingly transports, or delivers passenger con- or causes to be delivered, nitroglycerine, nitroleum or blasting oil, or nitrated oil, or powder mixed with any such oil, or fiber saturated with any such substance or article, or dynamite or other explosive, on board any vessel or vehicle whatever, employed in conveying passengers by land or water between any place in a foreign country and any place within the United States, or between a place in one State, Territory, or district of the United States, and a place in any other State, Territory, or district thereof, shall be punished by a fine of not less than one thousand dollars nor more than ten thousand dollars; one-half to the use of the informer.

SEC. 211. SEC. 212. Whoever knowingly ships, sends, or forwards any of the articles mentioned in section two hundred and ten, or who transports the same by any mode of conveyance upon land or water, between any of the places speci

fied in that section, unless such articles be securely enclosed, deposited, or packed in a metallic vessel surrounded by plaster of paris or other nonexplosive material when saturated with such oil, and separated from all other substances, and the outside of the package be marked, printed, or labeled in a conspicuous manner with the words "Explosive," "Dangerous," shall be punished by a fine of not less than one thousand nor more than five thousand dollars; one-half to the use of the informer: Provided, That nothing in this section shall be construed to authorize the conveyance of any such article upon any vessel or vehicle employed in conveying passengers by land or water in violation of section two hundred and ten.

SEC. 213. SEC. 214. All provisions of law for the suppression of traffic in or circulation of any such tickets, chances, shares, or interest in, or other matter relating to lotteries, or for the suppression of traffic in or circulation of obscene books or articles of any kind, so far as the same may be applicable, shall apply in support, aid, and furtherance of the enforcement of the section last preceding.

SEC. 215. It shall be unlawful for any person or persons mals and birds to import into the United States any foreign wild animal 25 May, 1900, c. or birds, except under special permit from the United 553, s. 2, 31 Stat. The importation of the mongoose, the so-called "flying foxes," or fruit bats, the English sparrow, the starling, or such other birds or animals as the Secretary of Agriculture may from time to time declare injurious to the interest of agriculture or horticulture, is hereby prohibited, and such species upon arrival at any of the ports of the United States shall be destroyed or returned at the expense of the owner. The Secretary of the Treasury is hereby authorized to make regulations for carrying into effect the provisions of this section.

SEC. 216. It shall be unlawful for any person or persons to deliver to any common carrier, or for any common car25 May, 1900, c. rier to transport from one State or Territory to another State or Territory, or from the District of Columbia or Alaska to any State or Territory, or from any State or Territory to the District of Columbia or Alaska, any foreign animals or birds, the importation of which is prohibited, or the dead bodies or parts thereof of any wild animals or birds, where such animals or birds have been killed in violation of the laws of the State, Territory, or district of which the same were killed: Provided, That nothing herein shall prevent the transportation of any dead birds or animals during the season when the same may be lawfully captured, and the export of which is not. prohibited by law in the State, Territory, or district in which the same are killed.

SEC. 217.
