Foreword

Since January 1951, monthly issues of the I.C.C. Practitioners' Journal have included a section entitled "Index to Current I.C.C. Decisions" containing digests of such decisions under appropriate key numbers. Donald C. McDevitt has been Journal Editor for this section since September 1955. In 1955 a compilation of the Index contained in Journal issues from January 1951 through January 1955 was issued as the 1955 Edition of the Consolidated Current Index to Interstate Commerce Commission Decisions. In 1957 a further compilation, covering the Index contained in February 1, 1955 January 31, 1956 issues was published as the 1955 Supplement. The 1955 Supplement was reprinted in 1962, but the 1955 Edition is out of print.

Because of the demand for the Index in more usable form, the Association determined to undertake for its membership (1) republication of the 1955 Edition as Volume 1 of the Consolidated Current Index to Decisions of the I.C.C.; (2) republication of the 1955 Supplement, with similar binding, as Volume 2; and (3) consolidation of the portions of the Index contained in the issues of the Journal for the period from February 1, 1956 through 1963. The compilation for the last named period will be published in bound form, commencing with this volume and including Volumes 4 and 5. A new system of compilation has been established by the Association to facilitate publication of additional bound volumes. in the future as the Index accumulates.

This volume is similar in compilation to Volumes 1 and 2, embracing the decisions of the Commission published in the I.C.C. Practitioners' Journal from February, 1956 through December, 1963. The topics or key numbers are the same as those in Volumes 1 and 2. However, because the period of time covered is greater, this volume covers only the key number digests from O. Regulation through 23.6 Unauthorized Operation. Volumes 4 and 5 will include the remaining numbers. References to memorandum decisions not printed in full in Commission reports are to the docket number and date.
