Blum, Ph.D. Senior Scholar df We are writing to express our strong support for the renomination of Judge Charles W. Halleck to the Superior Court of the District of Columbia. As members of the D. C. Bar and Prettyman Interns at Georgetown University Law Center, we have appeared before Judge Halleck in a number of criminal cases and have seen him handle many other cases. We supported him strongly before the Commission on Judicial Disabilities and Tenure, and would like to reaffirm our support. We believe that Judge Halleck is exceptionally qualified for reappointment. Since a number of his critics have raised the issue of Judge Halleck's temperament, we would like to emphasize our belief that he has been fair and just to all parties in his resolution of cases. Despite extremely large case loads in misdemeanor motions court, Judge Halleck has refused to jeopardize the rights of defendants by disposing of cases with cursory consideration of their constitutional claims. Even if it means sitting late into the evening (as it did many nights in March 1975), Judge Halleck has insisted that motions get a full and fair hearing. Sometimes Judge Halleck has expressed his feelings about injustice while on the bench, but not at the expense of the rights of the parties. Occasionally attorneys have baited Judge Halleck in court hoping to "make a record", but he does not let his personal opinions of counsel for either side influence his just resolution of a case. Finally, we would like to express our shock and deep concern over the campaign that has been conducted by the United States Attorney's Office to prevent Judge Halleck's reappointment. The shabby tactics--from the use of Justice Department stationery to express a "personal opinion" to the PAGE TWO preparation of carefully selected transcripts (at government expense?) to We urge the Committee to confirm Judge Halleck's reappointment. We believe that he is exceptionally well-qualified. |
