Senator Kalama moved that the Report of the Committee be adopted. Seconded by Senator Knudsen and carried.

Second Reading of Senate Bill No. 87 entitled "An Act to Provide for the Protection of Birds beneficial to the Forests of the Territory of Hawaii, and to define the same."

Senator Smith moved to insert the words "and Forestry" after the word "Agriculture" wherever the same occurs in the Bill. Seconded by Senator Woods and carried.

Senator Smith moved to insert the word "bird" or "birds" before the words "(or Passerine)" in place of after the words "(or Fasserine)", wherever the same occurs in the Bill. Seconded by Senator Hayselden and carried.

Senator Coelho moved that the Bill pass Second Reading as amended. Seconded by Senator Knudsen and carried.

Second Reading of Senate Bill No. 95 entitled "An Act to Amend Section 397 of the Revised Laws, relating to the Liability of the Government to Join in the Cost of Fencing."

Senator Knudsen moved that the Report of the Committee on the Bill be adopted. Seconded by Senater Lane and carried. Second Reading of House Bill No. 34 entitled “An Act amending Sections 1122, 1123, and 1126, Chapter 94 of the Revised Laws of Hawaii, relating to Leper Settlement and Hospitals. and adding a new Section thereto."

Senator Lane moved that action on the Bill be deferred until Monday, April 15th, 1907, and that the Bill be made the Special Order of the Day on that day. Seconded by Senator Smith and carried.

Second Reading of Senate Bill No. 39 ent`tled “An Act to amend Chapter 94 of the Revised Laws of Hawaii, relating to Leper Settlement and Hospitals, by adding to said Chapter 94 a new Section to be known as Section 1127A."

Senator Lane moved that action on the Bill be deferred untl Monday, April 15th, 1907. Seconded by Senator Makekau and carried.

Senator Knudsen moved to reconsider the action taken on Senate Bill No. 39. Seconded by Senator Makekau and carried. The Senate proceeded to consider Senate Bill No. 39 on. Seeond Reading.

Senator Chillingworth moved to strike out the word "shall" in line 5 of Section 1 and insert in lieu thereof the word “may." Seconded by Senator Knudsen and carried.

Senator Smith moved to strike out the words "the President of" in line 5 of Section 1. Seconded by Senator Knudsen and carried.

Senator Smith moved to strike out the words "six months after the date of their issue" in line 17 of Section 1. Seconded by Senator Chillingworth and carried.

Senator Lane moved that the Bill pass Second Reading as amended. Seconded by Senator Coelho and carried.

Second Reading of Senate Bill No. 45 entitled "An Act authorizing the appointment by the Assessor of each taxation Division, Deputy Assessors in Election Precincts."

Senator Lane moved that the Report of the Committee on the Pill be adopted. Seconded by Senator Knudsen and carried.

Second Reading of Senate Bill No. 102 entitled "An Act Making Special Appropriations from the Loan Fund of the Territory of Hawaii."

Referred to the Special Committee on Loan Fund Appropriations.

Second Reading of House Bill No. 183 entitled "An Act to prevent the Capture and Destruction of Birds naturae ferae within the limits of the City of Honolulu and on or over the sea waters bordering thereon for a distance of three miles from the shore line."

Senator Kalama moved that the Bill be laid on the table. Seconded by Senator Lane and carried.

Senator Smith presented the Report (No. 7) of the Special Joint Conference Committee on House Bill No. 102 as follows:

Sirs: The Conference Committee of the Senate and House of Representatives appointed for the purpose of examining the Senate Amendments to House Bill No. 102, introduced by Hon. W. T. Rawlins, beg to report that we have had said Bill under consideration and also have heard and considered the various reasons given for making such Amendments. The un

animous opinion of said Committee is that the said Bill with the Senate Amendments should become law.
