Gentlemen:-I herewith respectfully submit a statement in compliance with the request contained in your Resolution of the 18th inst. in re the bonded indebtedness of the Territory.

Of the total amount of Loan Funds on hand at this date $236,918.28 will be required for work already contracted for, thus leaving $155,935.50 available for work not yet contracted for.

In connection with the subject of loan money it may be well for me to state that bonds in an amount sufficient to cover the total amount of any contract must be sold before the contract can be signed.

The Senate met, pursuant to adjournment, at 10 o'clock, the Vice-President in the Chair.

After prayer by the Rev. W. N. Lono, the Roll was called showing Senator Bishop (sick) absent.

The Journal of the Twenty-Third Day was read and, upen motion of Senator Lane, seconded by Senator Coelho, approved as read.

Senator Smith presented the following Petitions:

I. (No. 20) From residents of the Districts of Ewa and Waianae praying for the appointment of a Government Physi

cian.

2. (No. 21) From residents of the District of Koolauloa praying for the appointment of a Government Physician.

Senater Smith moved that the Petitions be referred to the Committee on Public Health. Seconded by Senator Lane and carried.

Senator Lane for the Printing Committee reported Senate Bills Nos. 71 and 72 printed and ready for distribution.

The Report was ordered received.

Senator Smith presented the Report (No. 72) of the Judiciary Committee on Senate Bill No. 65 as follows:

Honorable E. F. Bishop,

President of the Senate.

Sir: The Judiciary Committee have had under consideration Senate Bill No. 65, entitled “An Act Amending Chapter 104 of the Revised Laws of Hawaii and Providing for an additional section therein to be known as section 1521A, providing for payments to public accountants of claims in favor of the Territory under protest," and recommend the passage of the Bill.

Section 1521 of the Revised Laws is a portion of Chapter 104 relates to the audit of public accounts, and the proposed Bill under consideration is to provide for a contingency which sometimes occurs and for which no provision is made. It sometimes happens that differences of opinion arise between the Treasurer of the Territory and Citizens in regard to the
