Of the total amount of Loan Funds on hand at this date $236,918.28 will be required for work already contracted for, thus leaving $155,935.50 available for work not yet contracted for. In connection with the subject of loan money it may be well for me to state that bonds in an amount sufficient to cover the total amount of any contract must be sold before the contract can be signed. 1. Sir: The Judiciary Committee have had under consideration Senate Bill No. 65, entitled “An Act Amending Chapter 104 of the Revised Laws of Hawaii and Providing for an additional section therein to be known as section 1521A, providing for payments to public accountants of claims in favor of the Territory under protest," and recommend the passage of the Bill. Section 1521 of the Revised Laws is a portion of Chapter 104 relates to the audit of public accounts, and the proposed Bill under consideration is to provide for a contingency which sometimes occurs and for which no provision is made. It sometimes happens that differences of opinion arise between the Treasurer of the Territory and Citizens in regard to the |
