Senator Smith moved that the Bill be referred to the Education Committee. Seconded by Senator Lane and carried.

Referred to the Special Committee on Sale of Intoxicating Liquor.

Senator Lane for the Printing Committee reported Senate Bill No. 49 printed and ready for distribution.

The Report was ordered accepted.

Second Reading of House Bill No. 32 entitled "An Act to Provide for the Voting of a Person who has failed to Register as a Voter."

Senator Kalama moved that the Report of the Committee be adopted. Seconded by Senator Chillingworth.

Senator Makekau moved that the Bill pass Second Reading. Seconded by Senator Coelho.

Senator Hewitt moved that further action on the Bill be postponed until tomorrow. Seconded by Senator Coelho and carried.

Senator Smith moved to reconsider the action taken deferring action on the Bill until tomorrow. Seconded by Senator Makekau and carried.

Senator Hayselden moved that the Bill be recommitted to the Judiciary Committee to report not later than Monday, March 18th, 1907. Seconded by Senator Knudsen and carried. Second Reading of Senate Bill No. 49 entitled "An Act to Establish the Liabilities and Rights of Inn-Keepers and like persons with respect to Baggage and Property of Guests."

Senator Kalama moved that the Bill be referred to the Judiciary Committee. Seconded by Senator Lane and lost.

Senator Hayselden moved that the Bill be referred to the Miscellaneous Committee. Seconded by Senator Woods and carried.

At 11:32 o'clock, upon motion of Senator Coleho, seconded by Senator Chillingworth, the Senate took a recess until 2 o'clock.

AFTERNOON SESSION.

The Senate reconvened at 2 o'clock, proceeding to consider the Message (No. 4) of the Governor relating to appointments. Senator Chillingworth moved to defer action on the Message until Friday, March 15th, 1907, at 2 p. m. Seconded by Senator Lane and carried.

Under suspension of the Rules, Senator Kalama presented the Report (No. 41) of the Miscellaneous Committee on Senate Bill No. 49 as follows:

Sir: The Miscellaneous Committee report consideration of Senate Bill No. 49, entitled "An Act to Establish the Liabilities and Rights of Inn-Keepers and like persons with respect to baggage and property of guests, and recommend the passage of the bill.

The purpose of the bill is to define the liability of the keepers of hotels, inns and boarding houses for the baggage

and property of guests, and also that guests may understand their rights in such cases. The provisions of the bill seem

to be reasonable and we believe that a law of this kind would be reasonable.

Senator Dowsett moved that the Report of the Committee be laid on the table to be considered with the Bill. Seconded by Senator Smith and carried.

Senator Makekau gave notice of intention to introduce a Bill entitled "An Act to Appropriate Money for the Purpose of Defraying the Expenses of Opening again the Government Road from Kapua, in South Kona, Island of Hawai, to Kahuku, Kau, Island of Hawaii, lately destroyed by Volcanic Eruption."

Under suspension of the Rules, Senator Makekau introduced a Bill (S. B. No. 52) entitled "An Act to Appropriate Money for the purpose of Defraying the Expenses of Opening again the Government Road from Kapua, in South Kona, Island of Hawaii, to Kahuku, Kau, Island of Hawaii, lately destroyed by Volcanic Eruption."

Senator Makekau moved that the Bill pass First Reading Seconded by Senator Brown and carried.

Senator Hayse'den moved that the Bill be referred to the Frinting Committee. Seconded by Senator Dowsett and carried. Second Reading of Senate Bill No. 49 entitled "An Act to Establish the Liabilities and Rights of Inn-Keepers and like persons with respect to Baggage and Property of Guests."

Senator Smith moved to amend by striking out the word "Section" in line 4 of Section 5 and inserting in lieu thereof the word "Act." Seconded by Senator Chillingworth and carried.

Senator Chillingworth moved to strike out Section 1 of the Bill. Seconded by Senator Lane.

Senator Kalama moved that the Bill and the Report of the Committee on the Bill be recommitted to the Judiciary Committee. Seconded by Senator Makekau and carried.

At 2:35 o'clock, upon motion of Senator Dowsett, seconded by Senator Woods, the Senate adjourned.

The Senate met, pursuant to adjournment, at 10 o'clock. After prayer by the Chaplain, the roll was called, showing Senator Gandall (reported sick) absent.

The Journal of the Fourteenth Day was read and, upon motion of Senator Lane, seconded by Senator Knudsen, approved

as read.

A communication (No. 8) from the Treasurer of the Territory, submitting reply to information desired relating to the Registration of Copartnerships, was read by the Clerk as follows:

Honolulu, Oahu, March 8, 1907.

To the Honorable President and

Members of the Senate, 1907, Session of the

Legislature, Territory of Hawaii.

Gentlemen:-In compliance with your Resolution with reference to the enforcement of Chapter 162 of the Revised Laws of Hawaii, relating to the registration of copartnerships, I am able to state that I have enforced all the provisions of said chapter as therein required. In addition, I have given notice by publication that violators of the conditions of said chapter would be prosecuted. Suit was brought in a case that came under my personal observation. At my request, Mr.

Berry, of the Berry Agency, reported supposed cases which came under his notice in connection with the business of that agency. All the clerks in this office have been notified to refuse to issue any license to any partnerships not recorded in compliance with the conditions of said chapter 162, and in compliance with this rule of the office many partnerships have been recorded which otherwise would not have been recorded.

Sir: I beg to acknowledge receipt of communication from Mr. Wm. Savidge, Clerk of the Senate, also certified copy of a Resolution adopted by the Senate on March 4th, 1907, calling for certain information relative to the Government Water Works on the Island of Hawaii. The full statement covering the questions asked is submitted herewith on separate sheet, and I trust that it is the information desired.

I might say that some time ago, I handed Honorable W. T. Rawlins, member of the House of Representatives, a statement showing the cost of permanent improvements and repairs on the Hilo, Laupahoehoe and Kamuela Water Works. The figures differ somewhat from those now compiled, this being due to the fact that they were only made up to December 1906.
