The purpose of the bill is to define the liability of the keepers of hotels, inns and boarding houses for the baggage and property of guests, and also that guests may understand their rights in such cases. In addition, I have given notice by publication that violators of the conditions of said chapter would be prosecuted. Suit was brought in a case that came under my personal observation. At my request, Mr. Berry, of the Berry Agency, reported supposed cases which came under his notice in connection with the business of that agency. All the clerks in this office have been notified to refuse to issue any license to any partnerships not recorded in compliance with the conditions of said chapter 162, and in compliance with this rule of the office many partnerships have been recorded which otherwise would not have been recorded.
