Sir:-Your Committee on Credentials beg leave to report that the following Senators are duly elected: From the First Senatorial District, Island of Hawaii: John T. Brown, Geo. C. Hewitt, R. H. Makekau, and Palmer P. Woods. From the Second Senatorial District, Islands of Maui, Molokai and Lanai: W. J. Coelho, A. N. Hayselden and S. E. Kalama. From the Fourth Senatorial District, Island of Kauai: Respectfully submitted, W. J. COELHO, C. J. MCCARTHY, J. K. GANDALL. Senator Knudsen moved that the Report be adopted. Seconded by Senator Brown and carried. The Chair requested the Committee on Credentials to wait upon the Chief Justice for the purpose of swearing in the members. At 10:23 o'clock, Senator Kalama moved to take a recess of five minutes. Seconded by Senator Brown. Senator Knudsen moved as an amendment to take a recess subject to the call of the Chair. Seconded by Senator Woods and carried. At 10:28 o'clock the Senate reconvened, Senator Coelho reporting the Chief Justice in attendance. All members of the Senate present were duly sworn in by the Chief Justice. Senator Coelho offered the following Resolution, (No. 1) relating to the temporary rules of the Senate: RESOLUTION. BE IT RESOLVED by the Senate of the Legislature of the Territory of Hawaii in regular session assembled that the Rules of the Senate of the Legislature of 1905 be the temporary rules for the government of the business of the Senate with the following exceptions: 1. Strike out the word "Interpreter" in line 2 of Section 1 of Rule 7; 2. Amend Rule 12 to read: "12." ASSISTANT CLERK. "The Assistant Clerk shall assist the Clerk in the performance of his duties, and attend to such other duties as may be required when so directed by the President." 3. Strike out Rules 83 and 84. Senator Dowsett offered a Resolution, (No. 2) relating to the permanent officers of the Senate, as follows: RESOLUTION. Resolved, that the following named gentlemen are hereby appointed Officers of the Senate: Senator Lane moved that the Resolution be adopted. Seconded by Senator Brown and carried. Senator Coelho moved that the Chair appoint a Committee of two to escort the President of the Senate to the Chair. Seconded by Senator Dowsett and carried. The Chair appoined Senators Dowsett and Gandall as the Committee. President Bishop took the Chair and expressed his appreciation for the compliment that had been conferred upon him and asked the assistance of all the members of the Senate in the performance of his duties. Senator Lane moved that the officers of the Senate be sworn in. Seconded by Senator Hewitt and carried. All the officers of the Senate were then sworn in by the President of the Senate. Senator Coelho offered a Resolution, (No. 3) directing the Clerk to notify the House of Representatives that the Senate is organized as follows: RESOLUTION. Resolved, that the Clerk of the Senate be and he is hereby directed to notify the House of Representatives that the Senate is duly organized and prepared to transact business. COELHO, Senator Dowsett moved as an amendment that a Committee of three be appointed to notify the House of Representatives that the Senate is organized and ready for business. Senator Coelho accepted the amendment which carried. The Chair appoints Senators Coelho Dowsett and Makekau. At 11:18 o'clock Senator Lane moved to take a recess subject to the call of the Chair. Seconded by Senator Brown and carried. At 11:38 o'clock the Senate reconvened. Senator Coelho for the Committee reported awaiting upon the House of Representatives, who had informed the Committee that as soon as the organization of the House was completed, and it was ready to proceed, the Speaker would notify the Senate. Senator Dowsett moved that a Committee of three be appointed to notify the Governor that the Senate is organized and ready for business. Seconded by Senator Lane and carried. The Chair appointed the following Committee: The Committee returned, Senator Coelho reporting having waited upon the Governor who desired to express his congratulations to the Senate and who stated that he would send his message to the Senate as soon as the House was organized. The Chair here announced the following Standing Committees of the Senate: Accounts: Senators Knudsen, Lane and Woods. Education: Senators Hewitt, McCarthy and Chillingworth. Ways and Means: Senators Dowsett, McCarthy and Coelho. Public Expenditures: Senators Chillingworth, Knudsen and Kalama. Public Lands: Senators Hayselden, Woods and Lane. Public Health: Senators Coelho, Smith and Dowsett. Judiciary: Senators Smith, Hayseden and Chillingworth. Printing: Senators Lane, Gandall and McCarthy. Rules: Senators Gandall, Brown and Coelho. Miscellaneous: Senators Kalama, Hewitt and Makekau. Revision: Senators Brown, Hayselden and Makekau. Senator Dowsett offered the following Resolution, (No. 4) relating to adjournments: RESOLUTION. Resolved, that whenever the Senate shall adjourn it will meet next working day at 10 o'clock in the morning unless otherwise decided. J. M. DOWSETT, Senator from Third District. Senator Dowsett moved that the Resolution be adopted. Seconded by Senator Coelho and carried. At 11:48 o'clock, the Message, (No. 1) of the Governor, was received. At 11:50 o'clock, Senator Dowsett moved to take a recess until 2 o'clock. Seconded by Senator Lane and carried. AFTERNOON SESSION. The Senate reconvened at 2 o'clock, the Clerk proceeding with the reading of the Message (No. 1) of the Governor, as follows: MESSAGE. February 20, 1907. INTRODUCTION. The duties of the Governor, as prescribed by law, require that he shall, on the convening of the Legislature, and at such other times as he may deem proper, inform such body, by message in writing, of the condition of the Territory and concerning other matters of public interest, and recommend the consideration of such measures as to him shall seem best. In accordance with the foregoing, I have the honor to respectfully submit to the distinguished members who compose the two Houses of the Regular Session of the Legislature of 1907, the following Message.
