Senator Chillingworth gave notive of intention to introduce a Bill entitled "An Act for the Prevention of Cruelty to Children." Under suspension of the Rules, Senator Chillingworth introduced a Bill (S. B. No. 40) entitled "An Act for the Prevention. of Cruelty to Children." Senator Chillingworth moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Dowsett and carried. Senator Hayse'deun gave notice of intention to introduce a Bill entitled "An Act to Regulate the Conduct of the Trial of Civil and Criminal Causes and to Repea! Under suspension of the Rules, Senator Brown offered the following Resolution (No. 12) that the sum of $26,825.00 be appropriated for Repairing School buildings: RESOLUTION. BE IT RESOLVED by the Senate of the Territory of Hawaii that the following sums, amounting to Twenty Six Thousand and Eight Hundred and Twenty Five Dollars ($26,825.00) be inserted in the Appropriation Bill for the repairing of School Building as follows: Senator Kalama moved that the Resolution be laid on the table to be considered with the Appropriation Bill. Seconded by Senator Brown. Senator Dowsett moved as an amendment that the Resolution be referred to the Committee on Education. Senator Kalama accepted the amendment which carried. A communication (No. 11) from the House of Representatives transmitting House Concurrent Resolution No. 5 was read by the Clerk as follows: THE HOUSE OF REPRESENTATIVES, Honolulu, T. I have the honor to transmit herewith House Concurrent Resolution No. 5, which was this day adopted in the House of Representatives of the Territory of Hawaii. Respectfully, JOHN H. WISE, Clerk, House of Representatives. CONCURRENT RESOLUTION. WHEREAS, by an Act of Congress of the United States, of June 6th, 1906, (34 Stat. 417), the sum of Thirty Thousand Dollars ($30,000.00) has been appropriated for Legislative Expenses of the Territory of Hawaii, upon the proviso that the members of the Legislature of the Territory of Hawaii shall not draw their compensation of two hundred dollars, or any mileage, for any extra session held in compliance with Section Fifty-four of an Act to Provide a Government for the Territory of Hawaii, approved April thirtieth, Anno Domini, Nineteen Hundred; and WHEREAS, the conditions under which this money has been appropriated are, we believe, unprecedented in the annals of American Legislation, inasmuch as it imposes restrictions, harsh and injudicious and inconsistent with the rights, prlvileges and prerogatives of American citizens, and WHEREAS, said imposed restrictions tend to lower the tone of the Legislature and consequently impairs the usefulness and brings, to a certain extent, discredit on the Members of the Legislature of Hawaii, and encourages adverse criticism, and as a whole, works against the best interests of all; THEREFORE, BE IT RESOLVED, by the House of Representatives, the Senate concurring, that we, the Members of the Legislature of Hawaii, believing that Congress in appropriating the said $30,000.00 did not intend (in the restriction made) to discredit or in any way be disrespectful to the members of the Legislature of Hawaii, do hereby accept the amount appropriated under the proviso contained in said Act; and RESOLVED FURTHER, that copies of this Resolution be transmitted to the President of the Senate and Speaker of the House of Representatives of the United States of America.
