having a definite area retained in forests. At the present time, Government lands which can be placed in forest reserve are in detached pieces, with intervening pieces still under lease but which the holders would be willing to place under the forest reserve Act, if assured that adjoining gov. ernment lands were to be retained as such, and by such cooperation put in force a better organized system of forest

reserve.

You will notice that existing leases are undisturbed, and all action under this Act would be subject to said existing leases.

This measure has the recommendation of the Board of Commissioners of Agriculture and Forestry.

Senator Smith presented the Report (No. 8) of the Judiciary Committee on Senate Bill No. 20 as follows:

Honorable E. F. Bishop,

President of the Senate.

Sir: The Judiciary Committee report consideration of Senate Bill No. 20, entitled "An Act to Appropriate Money for the Purpose of Defraying the Compensation of Members of the Senate of the Legislature of the Territory of Hawaii, in Regular Session, of the year 1907," and recommend that the title and Section I of the Bill be amended, so that as amended the Bill shall read: "An Act to Appropriate, Money for the purpose of Defraying the Expenses of the Regular Session of the Senate of the Legislature of the Territory of Hawaii, of the year 1907."

"Be it enacted by the Legislature of the Territory of Hawaii:

Section 1. There shall be and hereby is appropriated the sum of Twenty Thousand Dollars ($20,000.00) from the Public Treasury for the purpose of defraying the expenses of the

Regular Session of the Senate of the Legislature of the Ter
ritory of Hawaii, of the year 1907.

Section 2. This Act shall take effect from and after the date of its approval."

As we recommend the passage of the Bill as amended.

Senator Dowsett moved that the Report of the Committee be adopted. Seconded by Senator Lane.

Senator Lane moved that the Report of the Committee be recommitted to the Judiciary Committee. Seconded by Senator Coelho.

Senator Dowsett moved that the amendments recommended by the Committee be adopted. Seconded by Senator Lane. Senator Lane here withdrew his motion, and the motion of Senator Dowsett being put, carried.

At 3:55 o'clock Senator Coelho moved to adjourn. Seconded by Senator Dowsett and carried.

The Senate met, pursuant to adjournment, at 10 o'clock.
After prayer by the Chaplain, the roll was called showing Sen-

ator Woods (excused) absent.

The Journal of the Fourth Day was read and, upon motion of Senator Kalama, seconded by Senator Coelho, approved as read. Senator Hewitt for the Committee on Education reported verbally on Senate Resolution No. 5 that the Committee had interviewed the Superintendent of Public Instruction who had informed the Committee that it was a necessary expenditure and the Committee recommended that the item be inserted in the Appropriation Bill.

Senator McCarthy moved that Senate Resolution No. 5 be laid on the table to be considered with the Appropriation Bill. Seconded by Senator Coelho and carried.

Senator Lane for the Printing Committee reported Senate Bills Nos. 27 and 29 printed and ready for distribution.

Senator Dowsett offered the following Resolution (No. 6) relating to the Salaries of the Officers of the Senate:

RESOLVED that the following amounts be allowed as salaries for the Officers of the Senate.

Senator Dowsett moved that the Resolution be adopted. Seconded by Senator Hayselden.

Senator Kalama moved that the Resolution be referred to the Committee on Accounts. Seconded by Senator Makekau. The motion to adopt the Resolution was then put and carried. The Senate proceeded with the Order of the Day.

Third Reading of Senate Bill No. 4 entitled "An Act to Amend Act 53 of the Session Laws of 1905 entitled 'An Act to Provide One Fire Department for the Towns of Wailuku and Kahului, One for the Town of Lahaina, and One for any other Town in the Territory where such Department is properly Organized under the provisions of this Act."

The Bill passed Third Reading on the following showing of Ayes and Noes:

A communication (No. 8) from the House of Representatives returning Senate Bill No. 15 was read by the Clerk as follows:
