I have the honor to return you, herewith, Senate Concurrent Resolution No. 1, which was this day adopted in the House of Representatives of the Territory of Hawaii.

The communication was ordered received and placed on file. Under suspension of the Rules, Senator Dowsett gave notice of intention to introduce a Bill entitled "An Act Prohibiting the Cutting, Damaging or Injuring of Trees and Shrubs, within the Territory of Hawaii."

Under suspension of the Rules, Senator Dowsett introduced a Bill (S. B. No. 22) entitled "An Act Prohibiting the Cutting, Damaging or Injuring of Trees and Shrubs, within the Territory of Hawaii."

Senator Coelho moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Lane and carried.

Under suspension of the Rules, Senator Coelho gave notice of intention to introduce a Bill entitled "An Act to Amend Section 379 of Chapter 28 of the Revised Laws of Hawaii, Amended by Act 65 of the Session Laws of the Territory of Hawaii passed by the Legislature at its Regular Session of 1905, Relating to the Board of Agriculture and Forestry."

Under suspension of the Rules, Senator Coelho introduced a Bill (S. B. No. 22) entitled "An Act to Amend Section 379 of Chapter 28 of the Revised Laws of Hawaii as Amended by Act 65 of the Session Laws of the Territory of Hawaii passed by the Legislature at its Regular Session of 1905, Relating to the Board of Agriculture and Forestry."

Senator Coelho moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Makekau and carried.

At 2:20 o'clock Senator Dowsett moved to adjourn until Saturday morning, February 23rd, 1907, at 10 o'clock. Seconded by Senator Hewitt and carried.

The Senate met, pursuant to adjournment, at 10 o'clock. After prayer by the Chaplain the roll was called showing Senator Knudsen (excused) absent.

The Journal of the Second Day was read and, upon motion of Senator Coelho, seconded by Senator Brown, approved as read.

A communication (No. 4) from the House of Representatives transmitting House Concurrent Resolution No. 3 was read by the Clerk as follows:

CONCURRENT RESOLUTION.

RESOLVED by the House of Representatives of the Legislature of 1907 of the Territory of Hawaii, the Senate concurring, that the Delegate of the Territory to Congress of the United States of America is hereby requested to introduce an Act in Congress amending Section 73 of an Act entitled "An Act to Provide a Government for the Territory of Hawaii" so that the Legislature of the Territory of Hawaii may have power to amend or repeal the Land Laws of the Territory of Hawaii; AND IT IS FURTHER RESOLVED that the Clerk of the House of Representatives is hereby empowered to send a certified copy of this Resolution to each of the following persons: The President, the President of the Senate, the Speaker of the House of Representatives and the Delegate of the Territory of Hawaii to Congress.

The communication was ordered received and placed on file. Senator Smith moved that the Concurrent Resolution be referred to the Judiciary Committee. Seconded by Senator Lane and carried.

Senator Lane for the Printing Committee reported Senate Bills Nos. 1, 2, 3, 4, 5, 9, II, 12, 13, 14, 16, 17, 18, 19, 22 and 23 printed and ready for distribution.

The Senate proceeded with the Order of the Day.

Third Reading of Senate Bill No. 15 entitled "An Act Making Special Appropriation for the Purpose of Defraying the Expenses of such Senators and Members of the House of Representatives of the United States as may visit the Territory of Hawaii as Guests of the Territory during the Year A. D. 1907." The Bill passed Third Reading on the following showing of Ayes and Noes:

Ayes: Senators Brown, Chillingworth, Coelho, Dowsett, Gandall, Hayselden, Hewitt, Kalama, Lane, McCarthy, Makekau, Smith, Woods and Bishop-14.

Noes: 0.

Not Present: Senator Knudsen-I.

Second Reading of Senate Bill No. 20 entitled "An Act to Appropriate Money for the Purpose of Defraying the Compensation of Members of the Senate of the Legislature of the Territory of Hawaii, in Regular Session, of the year 1907.”

Senator Dowsett moved that the Bill pass Second Reading. Seconded by Senator Brown and carried.

The Senate took up for consideration House Concurrent Resolution No. 1.

Senator Smith moved to amend by striking out the words "Six, one from each Representative District," and inserting in lieu thereof the words "Three Members." Seconded by Senator Dowsett and carried.

Senator Coelho moved that the Concurrent Resolution be adopted as amended. Seconded by Senator Lane and carried. Senator 'Makekau gave notice of intention to introduce the following Bills:

"An Act Providing for the Office of County Registrar of Conveyances, and Defining the Powers and Duties thereof."

"An Act Establishing Offices for the Registration of Conveyances in various Counties of Hawaii, and to Provide for the Recording of Instruments therein."

"An Act Relating to Merchandise Licenses."

Under suspension of the Rules, Senator Makekau introduced a Bill (S. B. No. 24) entitled “An Act Providing for the Office of County Registrar of Conveyances and Defining the Powers and Duties thereof."

Senator Makekau moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Brown and carried.

Under suspension of the Rules, Senator Makekau introduced a Bill (S. B. No. 25) entitled "An Act Establishing Offices for the Registration of Conveyances in various Counties of Hawaii and to Provide for the Recording of Instruments therein."

Senator Woods moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Brown and carried.

Under suspension of the Rules, Senator Makekau introduced a Bil (S. B. No. 26) entitled "An Act Relating to Merchandise Licenses."

Senator Makekau moved that the Bill pass First Reading and be referred to the Printing Committee. Seconded by Senator Woods and carried.

Senator Makekau moved that the Printing Committee be authorized to translate all Bills. Seconded by Senator Brown. After considerable discussion, Senator Makekau withdrew the motion.

tory of Hawaii passed by the Legislature at its Regular Session of 1905, Relating to the Board of Agriculture and Forestry." Referred to the Committee on Public Lands.

Second Reading of Senate Bill No. 11 entitled "An Act to Regulate the Sale of Intoxicating Liquors, Repealing Acts 25 and 67 of the Session Laws of 1905."

Second Reading of Senate Bill No. 1 entitled "An Act Relating to the Payment of Salaries and Wages of County Officers and County Employees."

Senator Kalama moved that the Bill be referred to a Special Committee to be called the County Committee. Seconded by Senator Dowsett and carried.

The Chair announced the following Committee: Senators Smith, Kalama and Hewitt.

Second Reading of Senate Bill No. 2 entitled "An Act to Encourage Diversified Industries."

Referred to the Committee on Ways and Means.

Second Reading of Senate Bill No. 3 entitled "An Act to Amend Act 39 of the Session Laws of 1905 entitled 'An Act Creating Counties within the Territory of Hawaii and Providing for the Government thereof.'"

Referred to the County Committee.

Second Reading of Senate Bill No. 4 entitled "An Act to Amend Act 53 of the Session Laws of 1905, entitled 'An Act to Provide one Fire Department for the Towns of Wailuku and Kahului, one for the Town of Lahaina, and one for any other Town in the Territory, where such Department is properly organized under the Provisions of this Act.'

Referred to the Judiciary Committee.

Second Reading of Senate Bill No. 5 entitled "An Act to Amend Section 1217 of the Revised Laws of Hawaii, relating to Assessment of Person's Interest."
