The object of the Bill is to more clearly define and amplify the duties of the Superintendent of Immigration and to provide more complete means for the obtaining of information bearing

upon the subject of immigration and matters relating to immigrants domiciled in the Territory.

Senator Knudsen moved that the Report of the Committee be received and laid on the table to be considered with the Bill. Seconded by Senator Makekau and carried.

A Message (No. 26) from the Governor, vetoing House Bill No. 184, was read by the Clerk as follows:

A MESSAGE

TO THE LEGISLATURE OF THE TERRITORY OF HAWAII:

Herewith I return House Bill Number One Hundred and Eighty-four, entitled "AN ACT TO DESIGNATE THE PAY OF LABORERS ENGAGED IN CONSTRUCTING OR REPAIRING ROADS, BRIDGES OR STREETS, WATER WORKS OR OTHER WORKS FOR THE TERRITORY OF HAWAII, OR FOR ANY POLITICAL SUBDIVISION THEREOF," which I am unable to approve.

This Bill is similar to Senate Bill Number Twenty-seven, vetoed by my Message of March 23rd, except that in this Bill the amount which it proposes to oblige the Counties and the Territory to pay for a day's labor is reduced from $1.50 to $1.25.

Without repeating the reasons given in my previous Message, which are equally valid arguments against this Bill, permit me to add that the Legislature, great as is its power, cannot pass any law impairing the obligation of any existing contracts, so that such contracts will not be affected; nor can a law be passed limiting a person's freedom of individual contract, so that on future contracts, if a laborer is willing to and agrees to work for less than $1.25, it will not be an infringement of this proposed law.

This Bill does not require that all future Government Contracts shall contain a stipulation requiring the payment fixed by this Bill, so that no duty to insert such a condition is im
