Senator Hayselden moved that the Bill pass Second Reading. Seconded by Senator Smith and carried.

Second Reading of House Bill No. 202 entitled "An Act relating to the holding of Real Estate and Corporate Stocks by Banking Corporations, amending Sections 2592 and 2593 of the Revised Laws."

Senator Smith moved that the Report of the Committee on the Bill be adopted. Seconded by Senator Dowsett and carried. Second Reading of Senate Bill No. 108 entitled "An Act to Amend Revised Laws of Hawaii, Section 972, relating to Liquid Explosives."

Senator Hayselden moved that action on the Bill be deferred. Seconded by Senator Lane and carried.

Under suspension of the Rules, Senator Hayselden presented the Report (No. 194) of the Committee on Public Lands on House Concurrent Resolution No. II as follows:

Honorable E. F. Bishop,

President of the Senate.

Sir: Your Public Lands Committee to which was referred House Concurrent Resolution No. 11, relative.to Punchbowl Slope lots, have had the same under consideration.

The object of this Resolution is to express the wish of the Legislature of the Territory of Hawaii that Congress enact special legislation relative to the Punchbowl tract, making it incumbent upon the officials of the Territory, to grant, when such land is sold or released, the preference right at the appraised value, to all bona fide settlers on the land in the matter of purchase or release, under certain restrictions as to the quantity of land, as shall be deemed wise.

The lands referred to are those more or less now cultivated portions of the Punchbowl Slope used as homesteads in the

majority of cases by Portuguese who have transferred what formerly was a barren waste into a tract covered with comfortable small homes and improved in the matter of vegetation.

These leases will expire in 1912 and whereas there seems to be some doubt as to the final disposition of these lands, the settlers hesitate in making further improvements on the land in question unless a preference right can in some way be given to those on the lands who are bona fide settlers in the purchase of the land when finally disposed of.

We believe the object of the Resolution to be a good one, provided the Government is safeguarded in the matter of reservations and tracts for roadways over the said lands, and that the preference be given only to bona fide settlers on the land and not to speculators who would probably buy up these lands with a view of speculation. If, however, the Resolution covers these objections, your Committee recommend its adoption.

Senator Dowsett moved to adopt the Report of the Committee. Seconded by Senator Hayselden and carried.

Senator Knudsen moved to take House Bill No. 205 off the table. Seconded by Senator Lane and carried.

Second Reading of House Bill No. 205 entitled "An Act to Protect the Public on the Public Streets and other Public Grounds from Animals."

Senator Knudsen moved to strike out the words "or pastured" at the end of Section I and insert the words "while in harness or under saddle" after the word "animal" in line 2 of Section 1. Seconded by Senator McCarthy and carried.

Senator Knudsen moved that the Bill pass Second Reading as amended. Seconded by Senator Lane and carried.

At 11:56 o'clock, upon motion of Senator Makekau, seconded by Senator Lane, the Senate adjourned.
