Under suspension of the Rules, Senator Hayselden presented the Report (No. 194) of the Committee on Public Lands on House Concurrent Resolution No. II as follows: Honolulu, T. H., April 20, 1907. Sir: Your Public Lands Committee to which was referred House Concurrent Resolution No. 11, relative.to Punchbowl Slope lots, have had the same under consideration. The object of this Resolution is to express the wish of the Legislature of the Territory of Hawaii that Congress enact special legislation relative to the Punchbowl tract, making it incumbent upon the officials of the Territory, to grant, when such land is sold or released, the preference right at the appraised value, to all bona fide settlers on the land in the matter of purchase or release, under certain restrictions as to the quantity of land, as shall be deemed wise. The lands referred to are those more or less now cultivated portions of the Punchbowl Slope used as homesteads in the majority of cases by Portuguese who have transferred what formerly was a barren waste into a tract covered with comfortable small homes and improved in the matter of vegetation. These leases will expire in 1912 and whereas there seems to be some doubt as to the final disposition of these lands, the settlers hesitate in making further improvements on the land in question unless a preference right can in some way be given to those on the lands who are bona fide settlers in the purchase of the land when finally disposed of. We believe the object of the Resolution to be a good one, provided the Government is safeguarded in the matter of reservations and tracts for roadways over the said lands, and that the preference be given only to bona fide settlers on the land and not to speculators who would probably buy up these lands with a view of speculation.
