The bill to dissolve the marriage contract between Ebenezer Stone and Sally Stone, was taken up. Mr. Lawrence moved that the bill pass. Mr. Fletcher, from the select committee to whom was recommitted the bill relative to the county of Wayne, reported the same with an amendment. The amendment being concurred in, On motion of Mr. Fletcher, Ordered, That the bill be engrosed and read a third time to day. Mr. Durocher from the committee on Territorial Affairs, reported A bill to divide the township of White Pigeon, in St. Joseph county. The bill was read the first time, On motion of Mr. Durocher, the bill was read a second time and laid on the table. Mr. Durocher from the same committee reported A bill relative to the township of Clay and La Salle, The bill was read a first time, On motion of Mr. Lawrence, the bill was read a second time and ordered to be engrossed and read a third time to morrow. Mr. M'Donell from the committee on Territorial affairs reported, A bill to restrict the jurisdiction of the county court of Wayne, The bill was read the first time On motion, the bill was read a second time and ordered to be engrossed and read a third time to-morrow. The bill to establish a board of commissioners, with authority to raise a sum of money by lottery, and to locate, open and construct a free road between the city of Detroit, and the river Aux Rasin, in the county of Monroe, and for the improvement of the navigation of the Flint river, and for other purposes was taken up. On motion of Mr. M'Donell, the bill was amended by inserting after the word 'dollars,' line 10, Sec 5. the following; and further held liable for the amount of such sum as may secure the payment of all the prizes drawn.' Mr. M'Donell moved further to amend, by inserting after the word 'commissioners' line 14. Sec. 5. the following; which bond, when executed shall be filed in the of fice of the Auditor, a certified copy of which shall be good evidence in any court in this Teritory, and be subject to the use of all persons who may be aggrieved by the neglect or mismanagement of any of said managers, by a suit in the name of the treasurer of the Territory of Michigan for the benefit of any person so aggrieved. Mr. Stockton moved to postpone the further consideration of the bill until the next meeting of the Council. Mr. Drake demanded the previous question. The motion to postpone having precedence, the question was put and decided in the affirmative. Mr. Le Roy gave notice, that he should at a future day ask leave to bring in a bill to repeal the act authorising the erection of certain bridges over Bell and Pine Rivers. The bill to provide for the improvement of certain roads, was read a third time. On motion of Mr. Lawrence, the blank in section 2, was filled with the words 'between River Huron and Stoney Creek.' Mr. Le Roy moved that the bill pass. The question being taken, it was decided that the bill pass, and that the title thereof, be An act to provide for the improvement of certain roads. The bill to amend the several acts regulating and defining the powers and duties of Justices of the Peace in Civil cases, and other purposes, was read a third time. On motion of Mr. Drake, the bill was amended by striking out in the 4th section, the words ' but a warrant,' and inserting the following; 'unless the party requiring the process shall make oath that he or she is in danger of losing his or her debt or demand, if any such person be not specially authorised to serve the process, and the party applying for the process shall be accountable for the acts of the person ordered to serve the process. On motion of Mr. Stockton, the bill was further amended by striking out the words 'to the Justices of the Peace residing nearest to him,' and inserting, 'to some neighboring Justice in the same county.' Mr. Drake moved to amend, by striking out the word 'county' and inserting the word 'township.' The motion was negatived. Mr. M'Donell moved to amend, by adding the following to stand as the sixth section. Sec. 6. That whenever a judgment shall be rendered by a Justice of the Peace against any party, unless herein otherwise provided, it shall be with costs of suit, but the whole amount of all the items of such costs, except charges for witnesses from another county, shall not in any case exceed four dollars. The amendment was rejected. On motion of Mr. Drake the bill was further amended by inserting after the word 'process,' line 2,section 4, the words in any civil case.' - Mr. Drake moved the bill pass.
