On motion of Mr. Lawrence, the Council having proceeded to the election of an Engrossing Clerk,

The President announced that they had made choice of Timothy Darling, to be Engrossing Clerk.

The Council proceeded in like manner, to the election of a Sergeant-at-Arms, Door-Keeper, and Messenger. Whereupon,

The President announced that the Council had made choice of
William Meldrum, to be Sergeant-at-Arms.

Gabriel Godfroy, Jr. to be Door-Keeper.
S. Mathews, to be Messenger.

The oath, to support the Constitution of the United States of America, and their respective oaths of office, were then administered to the Secretary, Clerks, Sergeant-at-Arms, and Messenger, by the President.

Mr. Lawrence submitted the following resolution :

Resolved, That the Auditor and Treasurer of the Territory be directed to furuish the Council with a statement of the receipts and expenditures of the Territorial Treasury since the 1st day of January last, and the amount of liquidated claims against the Territory which remain unpaid; and also, the amount of Territorial taxes for the year 1830.

Ordered, That said resolution lie on the table.

On motion of Mr. Lawrence,

Resolved, That the daily hour to which the Council shall stand adjourned, shall be 11 o'clock in the forenoon, until otherwise ordered.

The resolution, submitted on the 13th inst. by Mr. Schoolcraft, calling upon the Librarian to report the state of the Library; has ving been taken up and again read,

On motion of Mr. Schoolcraft, it was concurred in.
The Council adjourned.

TUESDAY, May 18, 1830.

The oath, to support the Constitution of the United States, and the oath of office, was administered by the President, to Gabriel Gedfroy, Jr. Door-keeper.

The President announced the following regulations, as the rules which would govern the Council in the daily transaction of business: After the Journal is read and the Council is open for business, the following order will govern :

1st. Petitions or memorials, to be offered.

2d. Reports of committees.

3d. Bills and resolutions, ready for a second reading.

4th. Bills on their passage.

5th. Reports, in possession of the Council, which offer grounds for a bill, are to be taken up, that the bill may be ordered in.

6th. Bills, or other matters before the Council, and unfinished the preceding day.

7th. These matters being despatched; for expediting business, the general file of bis and other papers, are then to be taken up agreeably to their first introduction to the Council.

Mr. Fletcher presented, raposals from George L. Whitney, to prim the Laws and Journals of the present Council; which were read and laid on the table.

On motion of Mr. Stockton,

Reserved, That a standing committee on Internal Improvement be appointed, to consist of tive members.

Resolved. That the committee on the Judiciary, the committee on Teritorial Affairs, and the committee on Expenditures, Consist of live members each; and that the committee on the Library consist of three members.

Resofced, 'That all the standing committees have leave to report by billr otherwise, on all mauer that may come before them. M. M'Donell submitted the following resolution :

Resolved, That the Secretary, Clerss, Sergeant-at-armis, Doorkeeper, and Messenger, shall receive for their services, the following compensation, which shali neidier be increased nor diumuished, during the period for which the said several officers have been elected; that is to say: 'The Secretary shall receive $ per die in z the Recording and Engrossing Clerks, each $ per diem; the Sergeant-at-arms and Door-keeper, each $ per diem; and the Messenger, $ per diem: which shall be in full for all services that such officers may render.

Ordered, That said resolution lie on the table.

The resolution offered yesterday by Mr. Lawrence, calling upon the Auditor and Treasurer for a statement of the condition of the Treasury, &c. was taken up; and having been again read, was concurred in.

Air Schoolcraft offered the following, to stand as Rule 43: "Every resolution read by the Secretary, by direction of the President, or of a member, shall be considered as being before the Council, whether a question be taken upon it or not. And every such resolution shall lie one day on the table, unless the Council direct otherwise, on specific motion of a member."

The Rule being read, Mr. Schoolcraft moved its adoption.
The question being taken, it was decided in the affirmative.
Mr. Drake submitted the following resolution :

Resolved, That a committee of three be appointed, to inspect the by-laws and rules established by the Medical Society in this City, and to report to this Council, if any lung be coutsine rules and by-laws, detrimental to the rights and $ rivileges on be citizens generally; and particularly, if the said rules and by-Laws

be established upon any provision of the statutes of the Territory,

or not.

Ordered, That said resolution lie on the table.
On motion of Mr. Stockton,

Resolved, That a committee of three members be appointed, to contract for and superintend the printing necessary during the present session of the Council.

Messrs. Stockton, Fletcher and Durocher, were appointed to that

committee.

The President announced the appointment of the following members, to the committees, to which their names are respectively attached:

Ordered, That the proposals submitted by G. L. Whitney, for printing, be ref rred to the committee on Printing.

The President presented a communication from the Clerk of the Circuit Court, Wayne county, enclosing by order of the Court, a copy of the presentment by the Grand Jury, made at the January term, 1839, of said Court, on the subject of the law respecting blacks and mulattoes, Juries and Coroner.

The presentment having been read,

Ordered, That it be referred to the Judiciary committee.
On motion of Mr. Lawrence,

Ordered, That the Rules of the Council be printed.

Mr. Kingsley presented a petition, praying for a divorce; and the reating thereof being dispensed with,

Ordered, That it be referred to a special committee of three members.

Messrs. Kingsley, Le Roy and Bartow, were appointed that

committee.

Mr. Stockton submitted the following resolution:

Resolved, That the Speech of the Governor of the Territory, be rote: ed as follows:

That part relative to the Judiciary and to Justices of the Peace, to the committee on the Judiciary.

That part relative to a Rail Road across the Peninsula, to the committee on Internal Improvement.

That part relative to taxation, to the committee on Territorial Affairs.

That part relative to the militia, to the committee on the Militia, That part relative to schools, to the committee on Schools. That part relative to the location of the seat of justice of Jackson county, to the committee on Territorial Affairs.

That part relative to the Surveyor of the Territory, to the conmitee on Territorial Affairs.

Ordered, That said resolution lie on the table.

The Council adjourned.

WEDNESDAY, May 19, 1830.

The following petitions and papers were presented:

By Mr. Durocher: A petition from sundry inhabitants of the township of Frenchtown, county of Monroe, praying an amendment of the law for the assessment and collection of taxes.

Ordered, That it be referred to the committee on Territorial Affairs.

By the President: The report of the Librarian, called for by the resolution of the 17th inst. with accompanying papers.

Ordered, That it be referred to the committee on the Library. By Mr. Drake: A petition from sundry inhabitants of township 2, N. of range 10 E. county of Oakland, praying to be set off into a township, to retain the name of Bloomfield.

Ordered, That it lie on the table.

By Mr. Le Roy: A petition from L. P. Riggs and others, praying to have a township set off from the town of Pontiac, to include the county of Saginaw, to be called Saginaw.

Ordered, That it lie on the table.

By Mr. Le Roy: Proposals from Thomas Simpson for printing the Journal of the present session of the Council.

Ordered, That said proposals be referred to the committee on Printing.

Mr. Irwin offered a resolution, requiring the Secretary of the Territory to furnish the Council with copies of the Laws and Jour nals of the 2d session of the 3d Council.

The resolution was read the first time and laid on the table. On motion of Mr. Irwin, said resolution was read a second time, and ordered to be engrossed and read a third time to-morrow.

Mr. Lawrence submitted the following resolution:

Resolved, That the committee on Internal Improvement be instructed to inquire into the propriety of making a formal applica tion to the Secretary of War, to have such part of the appropriation, made during the present session of Congress, for completing the Chicago Road, as shall be necessary, applied in bridging streams

and making causeways over different places, between Blackmore's (so called) and the last crossing place of the River St. Joseph. Ordered, That said resolution lie on the table.

On motion of Mr Fletcher,

Resolved, That the committee on the Judiciary be instructed to inquire into the expediency of repealing the $3d section of the art, entitled "an act concerning the Supreme, Circuit and County Courts of the Territory of Michigan, defining their jurisdiction and powers, and directing the pleadings and practice therein, in certain cases ;" and that they report by bill or otherwise.

Mr. Lawrence submitted the following resolution :

Resolved, That the committee on Territorial Affairs be instructed to report to this Council, the unfinished business of the last session.

Ordered, That the resolution lie on the table.

On motion of Mr. Stockton, the resolution submitted by him yesterday, refering the Governor's Speech to certain of the standing committees, having been again read, was concurred in.

The resolution appointing a committee to inspect the by-laws and rules of the Medical Society of Detroit and report thereon, being called up by Mr. Drake, and considered;

Mr. Drake moved that the Council concur therein.

The question being taken, the resolution was rejected. Ayes 2Nays 11.

Mr. Drake requiring the ayes and nays:

Those, in the negative, are,

Messrs. Kingsley, Le Roy, Durocher, Lawrence, Irwin, Schoolcraft, Stockton, Fletcher, Brown, Bartow, Edwards-11.

The resolution fixing the compensation of the officers of the Council, being called up by Mr. M'Donell, and read;

Mr. Fletcher moved to amend said resolution, by striking out the words, "which shall neither be increased nor diminished during the period for which the said several officers have been elected ;” and also, the words, "which shall be in full for all services that such officers may render."

The question being taken on the proposed amendment, it was decided in the affirmative. Ayes 7-Nays 6.

Mr. M'Donell requiring the ayes and nays:

Those who voted in the affirmative, are,

Messrs. Le Roy, Irwin, Schoolcraft, Stockton, Fletcher, Brown, Edwards-7.

Those, in the negative, are,

Messrs. Kingsley, Durocher, Lawrence, Bartow, M'Donell, Drake-6.

On motion of Mr. Stockton, the further consideration of the re solution was postponed until to-morrow.
