An act authorising the Sheriff of Chippewa county to perform certain duties thereis mentioned.

An act to set off and organise the township of Jacksonopolis.
The President signed said bills.

The bill to provide for the payment of the expenses of the Legislative Council for the year 1830, was read the thir time.

On motion of M. Senoolcraft, the bill was amended by st iking out, in the 7th line, 2d section, the words, "500," and insert ng n lieu the words, "352."

And by inserting, between the 7th and 8th lines of the same section, these words-" To C. C. Trowbridge, for an invoice of books relating to the early history of America, $148."

And by filling the blank in the 41st and 42d lines, section 3, with the words, "$11 88."

And by striking out the words, from the 85th to the 88th lines, inclusive.

And by striking out the 43d and 44th lines, section 3.

Mr. Schoolcraft moved that the bill pass.

The question being taken, it was decided that the bill do now pass; and that the title thereof be,

"An act," &c.

The Council resumed, as in committee of the whole, the consideration of the "bill in addition, and to amend an act, entitled an act concerning Grand and Petit Jurors," approved April 12, 1827.

On motion of Mr Lawrence, the bill was amended by striking out, in the 7th and 8th lines, the words-" The October term in the county of Macomb: The October term in the county of St. Clair"

And by adding the following, to stand as sections 2 and 3, of said bill:

"SEC. 2. That hereafter, the Clerks of the County Courts in the counties of Cass and St. Joseph, shall not issue veniries for Grand Jurors at the November term of the County Court in the county of Cass, and at the June term of the County Court, in the county of St. Joseph

SEC. 3. That all acts and parts of acts, contravening the provisions of this act, be and the same are hereby repealed."

The bill having been reported with the amendments; the question on agreeing to the same was taken, and decided in the afirmative.

On motion of Mr. Lawrence,

Ordered, That the bill be engrossed and read a third time this afternoon.

The bill making certain appropriations from the Territorial Treasury, was read the second time, and considered as in committee of the whole

On motion of Mr. Irwin, the bill was amended by adding thereto the following:

“To Isaac W. Day, for sixty-eigh' days services, as Crier and Court Constable to the Supreme Court at May, September and December team. 1828, the sum of fifty-one dollars.

To same, for thirty-eight days services, as Crier and Court Constable to the Supreme Court at May and July term, 182, the sum of $37 50.

For contingent expenses of the Territory of Michigan, a sum not exceeding one hundred dollars, to be placed at the disposal the Executive of the Territory."

On motion of M M'Donell, the bill was further amended by adding thereto the following:-" To Thomas Knowlton, for 25 days services as Constable in the Supreme Court, at 50 cents per day, $12 50."

On motion of Mr. Irwin, the 19th rule was suspended, and the bill ordered to its third reading.

The bill being read a third time;

On motion of Mr. Irwin, the blank in the 14th line was filled with the words "26,” and the blank in the 17th line, with the words " 27." Mr Irwin moved that the bill pass.

The question being taken, it was decided that the bill do now pass; and that the title thereof be,

“An act,” &c.

The bill to amend the several acts for the punishment of crimes, was read the third time.

On motion of Mr. Irwin, the bill was amended by striking out the word's, "this Territory," and inserting in the 4th line, the words, in that part of the Territory lying east of Lake Michigan." Mr. Kiley moved that the bill pass.

The queson being taken, it was decided that the bill do now pass; and th the title thereof be,

"An act," &c.

The bill to set off and organise the township of La Salle, in the county of Mot roe, was read the third time.

Mr. Durocher moved that the bill pass.

A message was announced from the Governor, on Executive bu siness; which was received by the hands of Mr. Trowbridge, who also notified the Council, that the Governor had on the 29th inst. approved and signed bills with the following titles:

An act authorising the administration of an oath in certain cases. An act to alter the name of the township of Ossewa, in the county of Oakland.

An act to legalise the acts of certain Highway Commissioners, in Washtenaw county.

And on this day had approved and signed,

An act to amend an act, entitled an act to provide for and regulate Common Schools, approved November 5, 1829.

An act relative to the county of Chippewa.

An act to organise the townships of Arcadia and Brady, in the county of Kalamazoo.

An act to authorise Laurent Durocher, Jr. and Angelique his wife, to sell and convey certain lands therein mentioned.

An act to amend an act, entitled an act to improve the navigation of the Huron River of Lake Erie.

An act to amend an act, entitled an act relative to the duties and privileges of townships.

An act for laying out and establishing certain Territorial Roads. Mr. Trowbridge also delivered a general message, which is as follows:

To the Legislative Council:

I have received, agreeably to your resolution of yesterday, a number of applications from many respectable citizens of Wayne county, requesting that an election might be held, to nominate some person to fill the office of Sheriff of that county.

I presume these applications were made to the Council, in the first instance, and not to the Executive, because a nomination for Sheriff of that county had been made, and was pending before them. As I had submitted the subject to them, it was well thought, that the proceeding requested, if it took place, should take place

I am always happy to through some other authority than mine. receive the public sentiment, in any way my fellow-citizens may think proper to offer it. And previously to submitting a nomination to the Council, it will gratify me to learn what are the views of the community in relation to it. And these views will always But under the circumstances of this have great weight with me. case, I cannot direct an election to be held. Being unwilling, however, to deprive the Council of any aid which they can receive, in the discharge of their duties, from an expression of the public opinion, I will make such disposition of the papers, with a LEW. CASS. view to that object, as they may wish.

July 30, 1830.

Ordered, That the message lie on the table.

The question on Mr. Drake's motion, to pass the bill to amend an act to regulate blacks and mulattoes, &c. being then taken, The bill was rejected.

Mr. Drake offered the following resolution:

Resolved, That the Governor transmit the several petitions for an election to recommend a suitable person to fill the office of Sheriff of the county of Wayne, to the Justices of the County Couri of said county-And that said Justices request the electors of said county to hold an election in accordance with said petitions; and the said Justices are authorised to fix and determine the day on which the said election shall be held in the several townships; and the place of holding the election, and the manner of making returns to the Governor of the number of votes given for each individual in the several places of election.

Ordered, That the resolution lie on the table. A message was received from the Governor by the hands of Mr. Trowbridge, on Executive business

3 o'clock, P. M. The bill to provide for the termination of the first session of the Fourn Legislative Council of the Territory of Michigan, was read the second time, and considered as in committee of the whole.

Ou mozion of Mi. Drake, the bill was amended by adding there to the following :--" That the second session of the 4th Council shall be consienced at the Council-chamber in the city of Deuvit, on the first 'uesday in January, A. D 1831.

That all acts and parts of acts, contravening this act, be and the same are hereby repealed."

Ayes, 7; Nays, 6.

Mr. Irwin requiring the ayes and nays:

Those who voted in the affirmative, are,

Messrs. Bartow, Drake, Durocher, Kingsley, Lawrence, M'Do■ell, Stockton—7.

Those in the negative, are,

The bill to incorporate the Pontiac and Detroit Rail-way Company, read a third time on the 28th inst. was taken up.

Mr. Fletcher moved to postpone the further consideration of the bill, until the next session of the Council.

The question being taken, the motion was lost.

On motion of Mr. Drake, the bill was amended, by inserting the following, to stand as the 13th section thereof:

"SEC. 13. That the said Rail-way shall be so constructed, as to admit of the easy and safe passage of waggons, carts, sleds and teams, at the points where public or private roads intersect said Saginaw road. And when new highways or private roads shall be established, intersecting said Saginaw road at other points, the said Company shall so amend the said Rail-way, as to admit the easy and safe passage of teams, waggons, carts and sleds, as aforesaid."

On motion of Mr. Fletcher, the bill was further amended, by striking out the word "eight," and substituting the word "five," in the 4th line of the 12th section.
