in the 4th line of the 1st section, the words, "has been meandered by the United States' Surveyors," and that the section be made to read as it did previous to the adding of said words.

On motion of Mr. Noble, the bill was then laid on the table.

The "bill to incorporate the Historical Society of Michigan,” was taken up; and having been considered in committee of the whole, was, on motion of Mr. Connor, ordered to be engrossed and read a third time to-morrow.

The "bill relative to Mill-Ponds," was taken up in committee of the whole.

On motion of Mr. Connor, the following proviso was added at the close of the 6th section of said bill, viz: "Provided, That millponds, in the county of Wayne, which do not admit of raising a sufficient head of water for grinding or sawing, during the summer months, shall not be affected by any of the provisions of this act.” Mr. Drake moved that the bill be further amended by striking out the word "unhealthy" in the bill, wherever it occurs, and insert în lieu thereof, the word "unhealthful ;" and the motion was agreed to.

Mr. Drake then moved that the words, or proprietors, occupant or occupants," be inserted after the word "proprietor," in the Sil line of the 1st section, and that other portions of the bill be altered to correspond; and the motion was agreed to.

On motion of Mr. Stockton, the following proviso was added to the 2d section of said bill, viz: "Provided, That the counties of Macomb, St. Clair, and Monroe, be, and they are hereby exempted from the provisions of this act."

The bill was then reported to the Council, and the amendments having been accepted;

Mr. Trowbridge moved that the bill as amended be engrossed, and read a third time on Monday next; and the motion was agreed to.

Mr. Drake, from the committee on the Judiciary, to whom was referred certain petitions of the inhabitants of the county of Wayne, in relation to the act providing for the adjournment of the County Court of said county, and also "a bill to repeal a certain act therein mentioned, and for other purposes," reported said bill without amendment; and it was laid on the table.

Mr. Noble moved that a committee of two members be appointed, whose duty it shall be to prepare a rule of rules in relation to the admission of persons within the bar of the Council Chamber, and that said committee report to-morrow.

The motion was decided in the affirmative, and Messrs. Noble and Schoolcraft were appointed a committee to prepare said rule of rules.

a motion of Mr. Lawronce, the Council adjourned.

Frayer by the Rev. Mr. Richard.

Mr. M'Donell presented the memorial of sundry citizens of the County of Wayne, remonstrating against the repeal of the act which provides for adjourning the County Court of Wayne county until the third Monday of September next. Read and laid on the table.

Mr. M'Donell presented the petition of Th. C. Sheldon, Sheriff of Wayne county, praying that provision may be made by law to increase the compensation for services, rendered by him as Sheriff of said county. Read and referred to the committee on the Judiciary.

Mr. Irwin presented the proceedings of sundry inhabitants of Michilimackinac, in relation to abolishing the present system of town ship government, so far as relates to the said county of Michilimackinac. Read and referred to the committee on Territorial Affairs. Mr. Noble, from the select committee to prepare additional rules, appointed yesterday, reported the following:

RULE 41st. No person, except the Governor and Secretary of the Territory, the Judges of the Supreme Court, Delegate to Congress, Chaplains to the Council, and such gentlemen as have been Members of the Council, shall be admitted within the bar of the Legisla tive Chamber, except upon the special invitation of the President, or of some Member of the Council.

RULE 42d. No person, other than a Member or officer of the Council, shall speak to any Member of the Council, within the bar, whilst in session.

Mr. Schoolcraft moved that said Rules be now adopted by the Council; and the motion was agreed to.

Mr. Irwin presented the account of Wm. F. Moseley, for preparing an Index and the marginal notes for the volume of Revised Laws of the Territory. Referred to the committee on Expendi

tures.

Mr. M'Donell presented the claim of Wm. Lewis for services and expenses in going after and apprehending John Reed. Referred to the committee on Claims.

Mr. Lawrence presented the account of Waterbury Gray, for cleaning the Council Chamber. Referred to the committee on Expenditures.

Mr. Noble, from the committee of Enrolment, reported, as cor rectly enrolled, bills with the following titles: An act to provide for laying out certain Territorial Roads, and for other purposes;" "an act to amend an act, entitled "an act to regulate blacks and mulattoes, and to punish the kidnapping of such persons;" and, "an act to provide for the erection of a County Poor-House (and for other purposes) in the county of Weyne;" and the President signed the same.

Mr. Drake submitted the following resolution, which was laid on

the table:

Resolved, That the committee on Schools be instructed to ascer tain, if practicable, what authority is invested in the Legislative Council, by any law of Congress, authorising the said Council to take charge of the School lands in this Territory; and in what way, consistent with the authority given to the Council, the said lands can be most advantageously disposed of for the promotion of Schools; and that the committee have leave to report by bill or otherwise.

Mr. Trowbridge, from the committee on Territorial Affairs, re ported,

A bill to repeal a part of the act, entitled "an act for the support and regulation of Mills;" which was read the first time; and, on motion, said bill was read the second time and laid on the table.

The engrossed "bill to incorporate the Historical Society of Michigan," was taken up, read the third time and passed.

The "bill for the relief of Mahala Fowler," was taken up, and having been considered in committee, was, on motion of Mr. Stockton, ordered to be engrossed and read a third time to-morrow.

The "bill for the relief of Th. Palmer and David C. M'Kinstry," was taken up in committee of the whole; and having been reported without amendment to the Council,

Mr. Irwin moved that said bill be ordered to be engrossed and read a third time to-day; and the motion was agreed to.

The bill amendatory to certain acts relative to the duties and privileges of townships, and for other purposes," was taken up in committee of the whole.

Mr. Rumsey moved that the bill be laid on the table for further consideration. The motion was decided in the negative.

Mr. Rumsey then moved that the 8th section of said bill be stricken out. The motion was decided in the negative.

Mr. Trowbridge then moved that the bill be amended by adding at the close of the third section, the following, viz:-" and that no township meeting shall be held at a tavern, after the next annual meeting thereof, but that the same shall be held at such other place as the inhabitants shall designate ;" and the motion was agreed to.

On motion of Mr. Irwin, the bill was further amended by adding at the close of the 8th section, the following: "except in the town ships of St. Mary, Holmes, Michilimackinac, Green Bay, and St. Anthony."

On motion of Mr. Stockton, the bill was further amended by adding at the close of the said 8th section (as amended) the following viz:-" and such claims or demands, thus audited and allowed, shall be received in payment of township taxes."

Mr. Drake then moved that the bill be amended by adding there to a section, to stand as the 3d section, and that the following sections be numbered to correspond; and the motion was agreed to.

Mr. Connor then moved that the bill be amended by striking out the words "sixty-two and a half," in the last line of the 5th section, and inserting in lieu thereof the word "fifty ;" and the motion was decided in the negative.

On motion of Mr. Stockton, the word "Supervisor" was inserted in the 1st line of the 9th section, before the word "Justices."

Mr. M'Donell moved, (his motion being modified by agreement. with Mr. Noble's,) that the 10th section of the bill be altered so as to read as follows:-"That all disbursing officers, contemplated by the provisions of the act, to which this act is amendatory, shall, beSore entering upon the duties of their respective offices, give bond, with two good securities, (to be approved of by the township clerk) to the Board of Supervisors of the county, in the sum of dolFars, for the faithful performance of the duties of their offices ;" and the motion was agreed to.

On motion, the question on agreeing to the amendment made to the 10th section was then reconsidered;

And Mr. Drake moved that the 10th section of the bill be stricken out, and that the numbers of the sections which follow be altered correspond; and the motion was agreed to.

Mr. Trowbridge then moved that the bill be further amended by adding thereto two sections, to stand as the 11th and 13th, and that the numbers of the sections which follow be altered to correspond and the motion was agreed to.

Mr. M'Donell then moved that the bill be further amended by adding at the close of the first section thereof, the following, viz : Provided also, That this section shall not apply to the county of Wayne, until the second Monday of October next ;" and the motion was agreed to.

The bill, as amended, was then reported to the Council, and the amendments having been concurred in,

Mr. Trowbridge moved that the bill be engrossed and read a third ime on Monday next; and the motion was agreed to.

The "bill to repeal a certain act therein named, and for other purposes," was taken up, and,

Mr. Drake moved that the Council accept, in lieu of said bill, as a substitute, a bill entitled "a bill to amend an act, entitled "an act to adjourn and regulate the time of holding the County Court for the sounty of Wayne;" the motion was agreed to--and said bill was read the first time; and on motion, was then read the second time; and having been considered in committee of the whole, and reported to the Council,

Mr. Drake moved that the bill be now read the third time; and the motion was decided in the affirmative.

On motion, the question "shall the bill pass?" was then put, and was decided in the affirmative.

So the bill passed.

The "bill for the relief of Th, Palmer and David C. M'Kinstry,

was taken up in committee of the whole, and having been reported to the Council without amendment; the bill was, on motion, or dered to be read a third time. Said bill was then read a third time and passed.

A message on Executive business was also received by the hands of Mr. R. A. Forsyth.

The "bill to declare certain streams navigable or public high ways," was taken up; and,

Mr. Stockton moved that said bill be referred to a select commit tee of three members; the motion was agreed to, and,

Messrs. Stockton, Irwin, and Trowbridge, were appointed said select committee.

The "bill to prevent private Lotteries," was taken up in commit tee of the whole.

Mr. M'Donell moved that the words "of Common Pleas," in the 5th line of the 3d section, be stricken out; and the motion was agreed to.

On motion of Mr. Noble, the words, " its passage," were inserted at the close of the 1st line of the 4th section.

The bill was then reported to the Council, and the amendments having been concurred in, it was, on motion, ordered to be engrossed and read a third time on Monday next.

The "bill to set off and organise the township of Chigome, in the County of Washtenaw," was taken up in committee of the whole.

Mr. Rumsey moved that the bill be amended by striking out the word "Chigome," in the title and bill, and insert in lieu thereof the word “Panama ;" and the motion was agreed to.

On motion of Mr. Rumsey, the blank in said bill was filled by in serting the name of "William M'Cormick."

The bill was then reported, and the amendments having been accepted, it was ordered to be engrossed and read a third time of Monday next.
