At a General Assembly of the State of Illinois, begun and held in the City of Springfield, on Wednesday, the 8th day of January, in the year of our Lord one thousand eight hundred and seventy-three, being the first session of the Twenty-eighth General Assembly,

The Hon. JOHN DOUGHERTY, Lieutenant-Governor of the State of Illinois, and President of the Senate, appeared at 12 o'clock, M., took the chair, and called the Senate to order.

Prayer by Rev. Mr. Hale.

On motion of Mr. Whiting,

John M. Adair, of Carroll county, was elected Secretary pro tem.
On motion of Mr. Yager,

J. A. Cooley was elected Sergeant-at-Arms of the Senate pro tem. The roll of the Senators elect was called, when the following answered to their names:

The Senate proceeded to the election of permanent officers.

Mr. Nicholson put in nomination Mr. D. A. RAY, of McLean county, for Secretary of Senate.

Mr. Casey put in nomination Mr. W. H. MANTZ, of Jefferson county, for Secretary of Senate.

The President announced that Mr. RAY, having received a majority of all the votes cast, was duly elected Secretary of the Senate for the Twenty-eighth General Assembly.

Mr. Palmer put in nomination Mr. J. H. PADDOCK, of Kankakee county, for First Assistant Secretary of the Senate.

Mr. Cummings put in nomination Mr. E. A. SNIVELY, of Macoupin county.

The President announced that Mr. PARKER, having received a majority of all the votes cast, was duly elected Third Assistant Secretary of the Senate of the 28th General Assembly.

The President announced that Mr. STAPLES, having received a majority of all the votes cast, was elected Postmaster of the Senate for the Twenty-eighth General Assembly.

The President announced that Mr. Kellogg, having received a majority of all the votes cast, was elected Assistant Postmaster of the Senate for the Twenty-eighth General Assembly.

The President announced that he had made the following appointments:

I hereby appoint for Policeman: Norman B. Ames. For Janitor: Caleb Hopkins. For Second Janitor: Joseph Martin. Pages: Frank M. Parker, William Robinson, Scott Lloyd, Daniel Tuttle, James Steele, Eddie Newell, and M. Doil.

On motion of Mr. Hampton,

The following resolution was adopted:

Resolved by the Senate, That a committee of five be appointed by the President to wait on the Governor, and inform him that the Senate has met and organized, and is ready to receive any communication he may see proper to make.

The President appointed the following Senators as a committeee to wait on the Governor :

Senators Hampton, Whiting, Donahue, Casey and Ware.

On motion of Mr. Whiting,

The following resolution was adopted:

Resolved, That the President of the Senate appoint a committee of nine, to prepare rules for the
Senate.

The President appointed as such committee: Senators Whiting, Baldwin, Castle, Henry, Yager, Cummings, Starne, Archer and Voris.

On motion of Mr. Strong,

The following resolution was adopted:

Resolved by the Senate, That the Secretary of the Senate inform the House of Representatives that the Senate has met and organized by the election of D. A. Ray, Secretary; James H. Paddock, First Assistant Secretary; Cyrus D. Kendall, Second Assistant Secretary; Samuel Parker, Third Assistant Secretary; A. J. Alden, Enrolling and Engrossing Clerk; H. C. Bolland, Assistant Enrolling and Engrossing Clerk; William A. Moore, Sergeant-at-Arms; F. M. Malone, Assistant Sergeant-at-Arms; R. C. Staples, Postmaster; A. W. Kellogg, Assistant Postmaster-and is now ready for the transaction of business.
