Navigable Waters. -In an action for damages for excluding the plaintiff from the use of the defendants' wharf and premises, which were used by them for purposes of manufacturing gas, the plaintiff claiming the right to use them, as one of the public, as a place for loading and unloading, it appeared that the wharf was built below the line of low-water mark and in navigable waters; and it was held that this fact gave the public no right to use the wharf, although it was erected without the consent of the State, and that if the State sees fit to permit such structures to remain, no private individual has any right of entry upon them without the owners'
