Mr. Eaton offered the following as a substitute for the amendment offered by Mr. Jaeger, and moved the adoption of

same:

I move to amend House file No. 149, by adding thereto the following:

There is hereby appropriated out of any money in the state treasury, not otherwise appropriated, the sum of $5,000, or so much thereof as shall be required for that purpose, to reimburse the officers and men belonging to the United States navy and Fifth and Sixth batteries of artillery and Signal corps, who were residents of the state of Iowa at the time of their enlistment, and who were engaged in active service in the .Spanish-American war, for the purpose of reimbursing them, and each of them, for the expenses incurred by them in returning to their homes in this state from the places where they were mustered out of service.

The substitute was accepted by Messrs Jaeger and Dows in lieu of the original amendment.

Mr. Eaton demanded a roll call upon the adoption of the substitute.

So the amendment was adopted.

Mr. Townsend offered the following amendment and moved its adoption.

I move to amend by adding the following: "that there be appropriated from any state fund not otherwise appropriated the sum of forty thousand dollars ($40,000) for each regiment serving in the war of 1860 to 1865. Said appropriation to be equally apportioned to the members of each regiment or their estate.

The Speaker ruled the amendments out of order.

Mr. Kerr moved that the previous question now be put.
The motion prevailed.

Mr. Jones moved that the rule be suspended, and that the bill be considered engrossed and read a third time now, which motion prevailed, and the bill was read a third time.

MR. SPEAKER-I had promised to vote for this bill appropriating $40,000, but I cannot support the bill as amended.

I vote "no" for the reason that the bill as now amended carries with it a large appropriation which is not sought by the beneficiaries and which was not contemplated in the general understanding that men who advanced moneys in good faith to bring the Fifty-first Iowa home from San Francisco were to be reimbursed therefor.

I am ready at any time to vote to reimburse the men who advanced money for the above purpose.

W. L. EATON.

MR. SPEAKER-I vote "no" because we departed from the original purpose of the bill. I am ready to vote for the original bill at any time. JAMES WILSON.

MR. SPEAKER-While I had promised to vote to pay for the transportation of the Fifty-first Iowa, from San Francisco to Iowa, yet I did not so promise with the understanding that such an enormous appropriation as the present amended bill calls for would be asked, and I therefore vote "no." P. L. PRENTIS.

MR. SPEAKER-I vote "no" for the reason that the bill calls for more than $40,000 appropriation, that being the amount I pledged to vote for. LOUIS M. JAEGER.

MR. SPEAKER-I vote "no" for the reason that the bill as amended calls for an appropriation of more than $10,000.

reasons:

Senate file No. 102, a bill for an act authorizing the appoint ment of a commission to ascertain and exactly determine the positions of Iowa troops in the siege of Vicksburg, and to make an appropriation to pay the necessary traveling expenses of the members of the commission, with reports of committees recommending amendment and passage, was taken up, consid ered and, on motion of Mr. Dows, the report of the committee was adopted.

Mr. Dows moved that the following amendments recom mended by the committee be adopted:

Strike out in line 2, the word "thirty-two" and insert in lieu thereof the words "thirty-five;" also, in line 6 of the printed bill, insert after the word "artillery" the words "three at large from said organizations."

The motion prevailed and the amendment was adopted. Mr. Dows moved that the rule be suspended, and that the bill be considered engrossed and read a third time now, which motion prevailed, and the bill was read a third time.

Mr. Wilson of Washington called up the motion filed to reconsider vote by which House file No. 149 was lost on its passage, the vote by which the amendments were adopted and by which it went to its third reading.

The motion prevailed and the votes were reconsidered.

Mr. Wilson of Washington moved that the original bill and amendments offered be referred to the committee on Appropriations and request speedy report, and that the bill retain its place on the Calendar.

A division was called for.

The motion prevailed by a vote of 58 to 7.

Mr. Wise called up the amendments to House file No. 284, offered March 22d, and printed in the Journal of that date, and moved the adoption of said amendments.

The motion prevailed and the amendments were adopted. Mr. Clarke of Dallas, offered the following amendment to the bill and moved its adoption.

MR. SPEAKER-I move that the amendment to House file 284 be amended by striking therefrom section 2 and inserting in lieu thereof, as said section 2, the following:

Sec. 2. The statement claiming a lien as hereinafter provided shall be filed within five days from the completion of said work.

The amendment was lost.

Mr. Lyman offered the following amendment and moved its adoption:

MR. SPEAKER-I move to amend the amendment to House file No. 284 by striking out of section No. 1 the words "or persons owning," in the first line, and the words "or them," in the third line, as appears in the Journal.
