AFTERNOON SESSION.

The House reconvened at 2 P. M., pursuant to adjournment, Speaker Bowen in the chair.

The Journal of Thursday, March 29th, was corrected and approved.

On request, leave of absence was granted Mr. Thuenen at 4:30 P. M., until Tuesday.

The following correction to the Journal of March 23d was filed:

MR. SPEAKER-I would like to have the clerk in his minutes to-day show that I voted "no" on the final passage of House file No. 102. I voted "no" and the original roll call which I have examined shows that fact, but on page 944 of the Journal, by some mistake of the printer my name was dropped out and does not appear among the "yeas" or "nays, nor does it appear among the “absent or not voting." I desire to have the clerk have to-day's record show these facts.

Mr. Ayers, from the committee on Printing, submitted the following report:

MR. SPEAKER-Your committee on Printing, to whom was referred å resolution by Mr. Lyman, directing that an investigation of the matter of the printing of blank books by the State printer, and find if inconsistencies in the law exist, and if so, report to the House a bill correcting the same, beg leave to report that they have had the same under consideration and have instructed me to report that we have made the investigation called for and find that section 138 of the code, relative to the prices of state

printing, should be amended, and your committee have therefore drafted the following bill, and have instructed the chairman to report the same back to the House with the recommendation that the same do pass.

A bill for an act to amend section one hundred and thirty-eight (138) of the code, relating to the prices of state printing.

Be it Enacted by the General Assembly of the State of Iowa:

Section 1. Section one hundred and thirty-eight (138) of the code is hereby amended by adding to subdivision three (3), the following: "Nothing herein contained shall be construed to apply to the printing of Journals, daybooks, ledgers, registers, record books, or any other blank books bound in permanent form and used in keeping the various accounts in the different offices in the state."

Mr. Warren called up the motion to reconsider the vote by which House file No. 304 passed the House, and also, the vote by which the bill went to its third reading.

The question being upon the motion to reconsider.

Mr. Hawk moved to lay the motion to reconsider upon the table.

The House resumed consideration of Senate file No. 352, a bill for an act to amend section 1333 of the code, and enacting certain provisions relative to taxing insurance corporations, which was before the House at the hour of adjournment of the forenoon session.

Mr. McCurdy moved that further consideration of the bill be postponed until such time as printed copies thereof may be in the hands of each member.

Mr. Downing moved that the previous question be now put. The motion prevailed.

The question being upon the motion to defer consideration. The motion was lost.

Mr. Jones offered the following amendment and moved its adoption:

I move to amend Section 4 by striking out all of said section beginning with the word "but" in the seventh line, to and including the word “purpose" at end thereof.

Mr. Prentis moved that the previous question be now put. The motion prevailed.

The question being upon the motion to adopt the amend

ment.

The amendment was lost.

Mr. Carter moved to reconsider the vote by which the previous question was ordered.

The motion was lost.

Mr. Eaton moved that the rule be suspended, and that the bill be read a third time now, which motion prevailed, and the bill read a third time.

House file No. 227, a bill for an act relating to assessment for taxation and the taxation of the property of mutual life insurance companies or associations doing business upon the assessment plan, with report of committee recommending it do not pass, was taken up, considered, and the bill being similar to Senate file No. 352 just passed by the House, the same was indefinitely postponed, on motion of Mr. Carr.
