ORDER OF PROMULGATION.

TREASURY DEPARTMENT,

Washington, April 2, 1892.

The following regulations relating to commerce and navigation are established for the information and guidance of officers of customs. Nothing contrary to these regulations shall be permitted, unless in accordance with future decisions and instructions, but existing decisions in regard to any matters not provided for herein shall, until modified or revoked, continue to govern the action of customs officers.

This volume is to be cited as the "Customs Regulations of 1892," and references thereto in official correspondence should invariably be made to the articles by their numbers, and not by chapter and page.

In its preparation all the laws having reference to commerce and navigation enacted prior to December 31, 1891, and, so far as practicable, all Departmental decisions up to date have been considered, with the object of furnishing such information to customs officers as will relieve the Department from applications for special instructions regarding matters of ordinary procedure.

Collectors of customs, or officers acting as such, are requested to set apart at each customs office one copy of this work, which is to be corrected and made current by the addition thereto of all amendatory matter, and such copy is to be regarded as the standard authority for reference.
