SEC. 5. The Grand Secretary shall charge the amounts of all outlays of postage made by him, in the business of his office, to the Grand Lodge. Subordinate Lodges must pay their postage on supplies, and also on all communications to the Grand Lodge, its officers, and sister Lodges.

SEC. 6. The Grand Secretary shall be entitled to receive as compensation for his services the sum of twelve hundred dollars per annum, payable quarterly, on his own order upon the Grand Treasurer, countersigned by the Grand Master.

SEC. 7. The Grand Treasurer shall be entitled to receive, as compensation for his ordinary services, the sum of fifty dollars for each term of six months, subject to be paid on the order of the Grand Secretary, countersigned by the Grand Master.

Powers of D. D. SEC. 8. Any D. D. Grand Master may set aside unlawful acts of Subordinate Lodges over which he exercises supervision, and his directions, when officially given, must be obeyed, until they shall be reversed, upon an appeal, by the M. W. Grand Master, or the Grand Lodge.

Grand Masters shall have power to confer Past Official degrees, at their discretion, upon members who have passed the chairs. of Subordinate Lodges, and who present a certificate of the same; but the G. SEC. 10. It shall be the duty of the Grand Representatives to be personally present at the Communication of this Grand Lodge ensuing the annual meeting of the G. L. U. S., and make report of the proceedings of that body affecting the general work of the Order. They shall also impart the A. T. P. W. to the Grand Master personally, or otherwise, due regard being had to safety. And in default of their so doing, without rendering a reasonable excuse therefor, such defaulting Representatives may be fined, in the discretion of this Grand Lodge.

CHAPTER XVII.

REPRESENTATIVES TO THE GRAND LODGE.

SECTION 1. Each Subordinate Lodge shall, at some regular meeting preceding the sessions of the Grand Lodge, elect, by ballot, and by a majority of the votes cast, from among its P. G.'s, such number as it may determine upon, (not exceeding that prescribed by the Constitutution of the Grand Lodge,) to represent it in the Grand Lodge, who shall serve for the space of six months, or until their successors are elected.

SEC. 5. The possession of the P. W. and Exp. for the current F. W. and Exp. term, as well as the P. W. of the Grand Lodge, shall be an indispensable qualification for admission to, and the right to a seat in, the Grand Lodge.

SEC. 6. Any P. G., who has been a member of any Grand Lodge, P. G.'s of other working under the M. W. Grand Lodge of the United States, upon the presentation of a certificate from such Grand Lodge, of such former membership, stating the elective offices which he has filled in a Subordinate Lodge, and also a certificate from a Subordinate Lodge in the State of Indiana, that said P. G. has been a contributing member in good standing in said Lodge, for six months proceeding the date thereof, shall, if no objections be made, be received and accredited as a member of the Grand Lodge of Indiana, and shall retain membership in like manner as other members of the Grand Lodge.

SEC. 7. If any member of the Grand Lodge objects to the admission Objections, how determined. of a P. G. applying for membership, he shall submit his objection in writing, to the Grand Lodge, which shall forthwith proceed to consider and determine upon its sufficiency. If the objection be sustained, a copy thereof shall be communicated by the Grand Secretary to the P. fies that it has duly considered said objection, and still certifies said P. G. for membership, he shall then be admitted and accredited as a member of the Grand Lodge.

SEC. 8. All duly elected Representatives to the Grand Lodge, and all the elective and appointed officers of the same, shall be paid out of the G. L. Treasury for their attendance at all regular and special sessions of the Grand Lodge, as follows: For their traveling expenses, the sum of five cents per mile, computing the distance to and from their several Subordinate Lodges by the nearest and most direct post routes, which distance shall be ascertained by some appropriate committee of the Grand Lodge; and for their services in the Grand Lodge the sum of two dollars per day while the Grand Lodge may be in actual session. In case members occupy the two-fold capacity of Grand Officers and Representatives of Subordinate Lodges, they shall be entitled to pay only in one of those capacities, as they may elect.

SEC. 9. Any Representative who is not present at the opening of the Grand Lodge, at its morning session of the second day, shall not be allowed mileage and per diem, unless excused by a two-thirds vote of the Grand Lodge.

SEC. 10. Leave of absence shall not be granted to any officer of, or Representative to, the Grand Lodge, unless in case of sickness or death; and any officer or Representative absenting himself before the close of the Communication, without leave, shall forfeit his mileage and per diem.

SEC. 11. The Grand Secretary shall not issue any warrant for mileage and per diem allowance to members of the Grand Lodge except in favor of those to whom leave of absence is granted, until after the close of the Communication.

SEC. 12. All members of the Grand Lodge shall be entitled to receive the term P. W., and Representatives shall communicate the same to the N. G.'s and V. G.'s of their respective Lodges on the night of their installation, should the D. D. Grand Master not be present or fail to cause the same to be communicated to said officers.

APPENDIX.

REGULATIONS RELATIVE TO VISITING BROTHERS.

The Annual Traveling Pass-word was adopted for the protection of the Order, and is one of the tests by which traveling brothers are tried. It is selected by the Grand Sire, and goes into use on the first of January annually.

It is the duty of the Grand Sire to communicate the A. T. P. W. to the Grand Representatives of the several jurisdictions at each annual session of the Grand Lodge of the United States; and it is the duty of the Grand Representatives to impart it to the Grand Master and Grand Patriarch of their respective States, personally, or otherwise, due regard being had to safety.

The A. T. P. W. is designed for the use of brothers traveling beyond the limits of their State jurisdictions; and when obtained in good faith to be used abroad, may be used by a brother, when visiting on Card, within the jurisdiction to which he belongs. In order that such brothers may be properly instructed in it, and visiting brothers from other jurisdictions properly examined, the Noble Grand and Vice Grand of each Lodge, and the Chief Patriarch and Senior Warden of each Encampment, are privately put in possession of it at their installation, that they may be qualified to give or receive it. The Grand Master and Grand Patriarch of a State, and their Deputies, should also be in possession of it.

No brother can be permitted to visit, or deposit his card in a Lodge or Encampment out of the State in which he resides, unless he presents a card under the signature of the proper officers and seal of the Lodge or Encampment of which he is a member, and signed on the margin in his own proper handwriting, and prove himself in the A. T. P. W. for the year his card bears date, and in the degree in which the Lodge or Encampment is opened: Provided, nevertheless a brother may always visit, if introduced by a Grand Representative or other elective officer of the Grand Lodge or Grand Encampment under whose jurisdiction he wishes to visit.

As a general rule, the A. T. P. W. can only be given by a Noble Grand or Chief Patriarch to the members of their own bodies respectively. But upon presentation of a proper card with a letter of request in the form prescribed in the General Laws, from the Noble Grand or Chief Patriarch, under the seal of the Lodge or Encampment to which the brother who presents them belongs, it is the duty of the Noble Grand or Chief Patriarch, as the case may be, to whom the same are presented, to give to such brother the A. T. P. W., and he can not refuse to communicate it, unless in some extreme case, or when the traveling brother is known to have committed some criminal act subsequent to the date of the card.

A brother obtaining a card must write his name on the margin thereof, in the presence of the officer who communicates to him the A. T. P. W.

A brother, on receiving a withdrawal card, is entitled to the A. T. P. W. in use at the time the card is granted, and retains the right to visit with the same password for one year.

The law clearly indicates that a brother should be in possession of the A. T. P. W., when depositing a withdrawal card in a Lodge or Encampment in order to acquire membership therein. Lodges or Encampments, when giving withdrawal cards to members, should therefore impart to them the A. T. P. W., which it is the duty of the brothers to remember. Should they fail to do so, or should the officers have neglected their duty, or should the card be an expired one, the brother may be admitted as an Ancient Odd Fellow.

It is the duty of a N. G. of a Lodge, or C. P. of an Encampment, to communicate to a brother who holds an unexpired card from a Subordinate in the same jurisdiction, the Term or Check Pass Word, after ascertaining that the brother presenting it is the legal holder of the card.

The Grand Lodge of the United States has prescribed the forms of visiting and withdrawal cards, to be used exclusively throughout its jurisdiction.

FORM PRESCRIBED FOR THE EXAMINATION OF VISITORS.

1. When a visiting brother presents himself at the door of a Lodge or Encampment, it is his duty to send in his card by the Guardian or Sentinel. The presentation of his card at the outer door insures his admission to the ante-room. If the card be authentic, the presiding officer appoints a committee of three to examine the visitor. In a Lodge, one member of this committee must be the Noble Grand himself, the Vice Grand, or some other brother known to be in possession of the A. T. P. W., and the other members must be of the Scarlet Degree. In an Encampment, one member must be the Chief Patriarch himself, the Senior Warden, or some Patriarch known to be in possessiou of the A. T. P. W., and the other members must be of course of the Royal Purple Degree.

2. It is the duty of the proper member of the examining committee, in the first place, to obtain the A. T. P. W. privately from the visitor; the word to be lettered, and the visitor must commence; secondly, to require the visitor to register or write his name, and thus prove the identity of the handwriting by a comparison of the name as written with the name as it appears on the margin of the card. The committee must then examine the visitor in the degree in which the Lodge or Encampment is opened; and in cases of doubt they may extend their examination to the other degrees.

3. If the examining committee be satisfied with the result of the examination they will clothe the visitor in the regalia to which he is entitled, and introduce him into the Lodge or Encampment without further ceremony.

4. It is the right of a Lodge or Encampment to examine a visiting brother every night he may present himself for admission, and he must be introduced by the examining committee. But it is not imperative to re-examine or formally introduce the same visitor on each subsequent visit.
