Senate joint resolution No. 2, to amend section 13. article 3, of the Constitution of the State of Kansas, was

Read a third time,

And the question being, Shall the joint resolution pass?
The yeas and nays were had with the following result:
Yeas, 20; nays, 1.

Gentlemen voting in the affirmative were—

Senators Akin, Anderson, Drenning, Emmert, Eskridge, Foote, Gambell, Grover, Houston, Jones, Legate, Miller, Milhoan. Riggs, Smith, Twiss, Weer and Wheeler.

Senator Manning voted in the negative.

The bill passed, and

The title was agreed to.

MR. PRESIDENT-Your committee have examined Senate bill No. 7, and find the same correctly engrossed.

Senate bill No. 7, "An act to repeal an act entitled 'An act to provide for the redemption of real estate sold under execution, order of sale, or other final process,' approved June 4th, 1861," was Read a third time,

And the question being, Shall the bill pass?

The yeas and nays were had with the following result:

Yeas, 10; nays, 9.

Gentlemen voting in the affirmative were

Senators Akin, Anderson, Drenning, Eskridge, Gambell. Grover, Houston, Jones, Milhoan and Riggs.

Gentlemen voting in the negative were

Senators Foote, Legate, Manning, Miller, Potter, Speer, Smith, Twiss and Wheeler.

A constitutional majority not having voted in favor of the passage of the bill,

The bill did not pass.

Senator Grover moved to reconsider the vote by which Senate bill No. 7 was lost.

Senator Potter moved to amend, by laying the motion to reconsider on the table.

On motion of Senator Grover,

A call of the Senate was ordered, and the Sergeant-at-Arms instructed to bring in absentees.

The Sergeant-at-Arms returned with Senator Horne.

On motion of Senator Potter,

Further proceedings under the call were dispensed with.

The question recurring upon the amendment of Senator Potter, to lay the motion to reconsider on the table,

The motion did not prevail.

The question now being upon the motion of Senator Grover, to reconsider the vote by which Senate bill No. 7 was lost.

The motion carried, and the vote was reconsidered.

On motion of Senator Gambell,

Senate bill No. 7 was referred to the Committee of the Whole. Senate bill No. 19. "An act supplementary to an act entitled An act to provide for the regulation of the running at large of swine," " was

The yeas and nays were had with the following result:

Yeas, 16; nays, 4.

Gentlemen voting in the affirmative were!!

Gentlemen voting in the negative were

Senators Houston, Smith, Twiss and Wheeler.

Senate concurrent resolution No. 16, respecting postage stamps for officers and members of the Legislature, was taken up for consideration,

And the question being, Shall the resolution be adopted?,

Senators Akin, Anderson, Foote, Gambell, Grover, Horne, Legate, Manning, Riggs, Smith, Twiss, Weer and Wheeler. Gentlemen voting in the negative were

Senators Drenning, Emmert, Eskridge, Houston, Jones, Miller and Milhoan.

And so the resolution was adopted.

Ordered, That the Secretary inform the House thereof.

Senate concurrent resolution No. 17, relating to the oath to be ' taken by Senators and Representatives in Congress, was taken up for consideration.

Senator Legate moved to lay the resolution upon the table, upon which

The yeas and nays were demanded and had with the following result:

Yeas, 7; nays, 16.

Gentlemen voting in the affirmative were

Senators Anderson, Eskridge, Foote, Grover, Legate, Riggs and Smith.

Gentlemen voting in the negative were

Senators Akin, Drenning, Emmert, Gambell, Horne, Houston, Jones, Manning, Miller, Milhoan, Potter, Quigg, Speer, Twiss, Weer and Wheeler.

And so the motion to lay upon the table did not prevail.

Senator Potter moved to amend the resolution by striking out

the following words: "especially State of Kansas," and "Northern States," and inserting "loyal States."

Senator Legate moved, as an amendment to the amendment, that the word "loyal" be stricken out, and the word "United" inserted, upon which

The yeas and nays were demanded and had with the following result:

Yeas, 13; nays, 9.

Gentlemen voting in the affirmative were—

Senators Emmert, Eskridge, Foote, Horne, Legate, Manning, Miller, Milhoan, Quigg, Riggs, Speer and Smith.

Gentlemen voting in the negative were

Senators Akin, Anderson, Drenning, Gambell, Jones, Potter, Twiss, Weer and Wheeler.

And so the amendment to the amendment was adopted.

The question recurring on the adoption of the resolution as amended,

The yeas and nays were demanded and had with the following

result:

Yeas, 20; nays, 2.

Gentlemen voting in the affirmative were

Senators Akin, Anderson, Drenning, Emmert, Eskridge, Foote, Gambell, Grover, Horne, Jones, Manning, Miller, Milhoan, Potter, Quigg, Speer, Smith, Twiss, Weer and Wheeler.

Gentlemen voting in the negative were

Senators Legate and Riggs.

And so the resolution, as amended, was adopted.

On motion, the Senate adjourned until 2 o'clock P. M.

No quorum present.

On motion, a call of the Senate was ordered, and the Sergeantat-Arms instructed to bring in absentees.

The Sergeant-at-Arms returned with Senators Anderson and Manning.

On motion of Senator Potter,

Further proceedings under the call were dispensed with. The resolution offered on a previous day, by Senator Houston, relating to treason, being the special order for 2 o'clock,

On motion of Senator Eskridge,

Was postponed until 3 o'clock.

The following message from the House of Representatives was received, and read:

MR. PRESIDENT-I am instructed by the House of Representatives to inform the Senate that the House has concurred in the report of the joint committee of conference on Senate concurrent resolution in reference to printing Governor's message.

The House has adopted House concurrent resolution No. 11, in reference to National Banks in Kansas.

Also, House concurrent resolution No. 9, memorializing Congress to establish certain post routes in Jefferson county, in which the concurrence of the Senate is requested.

The House has passed House bill No. 11, "An act to allow the county officers of Wilson county certain privileges."

Also, Senate bill No. 1, "An act to amend an act entitled 'An act in relation to records and proceedings in the county of Douglas,'" with certain amendments, in which the concurrence of the Senate is respectfully requested.

The House has adopted House concurrent resolution No. 5, in relation to the 16th and 36th sections on Indian reserves, in which the concurrence of the Senate is respectfully requested.
