MR. PRESIDENT-I am instructed by the House of Representatives to inform the Senate that the House has passed House -bill No. 59, "An act to aid the State Normal School."

Also, House bill No. 54, "An act to amend 'An act to encourage the growth of forest trees,"" and respectfully request the action. of the Senate thereon.

Also, the House has adopted House concurrent resolution No. 22, asking an appropriation by Congress to pay the losses of the early sufferers of Kansas, and respectfully request the concurrence of the Senate therein.
