That the President of the United States is hereby authorized to appoint a board, to consist of an officer of the Engineer Corps of the United States Army, not below the rank of lieutenant-colonel, an officer of the United States Navy, not below the rank of captain, and two civilians, who, together with the Chief of the Engineers of the United States Army, shall examine and determine, from the surveys heretofore made under the direction of the War Department, the most feasible route for the construction of the Chesapeake and Delaware Canal.
