CHAIRMAN: Transmitted herewith is a compendium of papers on "Federal Programs for the Development of Human Resources." The compendium carries forward an investigation by the Subcommittee on Economic Progress into the broad area of human resource programs of the Federal Government. This is a sequel to the subcommittee's earlier study of the human resource programs of the Federal Government which appeared in a three-volume compilation in December of 1966. It is part of the subcommittee's long-term inquiry into the very important question involving our Nation's economic and social objectives, coordination of programs, and analysis of their effects on consumption, investment, and economic growth. The subcommittee is grateful to the contributors and wishes to express its appreciation to them for making available their expert counsel. They have given generously of their time and energy to provide the latest available information and professional perspective on this important subject. The major work in planning and compiling this compendium was done by George Iden of the committee staff, with the advice and suggestions of other members of the committee's staff. Mr. I. M.
