Upon motion of Mr. Mills the bill was considered as en grossed and read a third time by title.

Mr. Mills now moved that House Substitute for Council Bill No. 5 pass, and the ayes and nays were ordered with the fol

lowing result:

Therefore House Substitute for Council Bill No. 5 passed unanimously.

The chair now presented a message from the Governor transmitting the report of the Ladies Relief Society of Las Vegas, N. M., which message and report were referred to the committee on finance.

The chair announced the order of business, petitions and memorials.

Mr. Ancheta presented a petition from the residents of the county of Sierra, which was read and referred to the committee on counties and county lines.

Reports of standing committees were now in order, and the following committees made reports.

The committee on finance, through Mr. Perea, its chairman, made an adverse report on House Bill No. 36, which bill and repoit were ordered to lie on the table and await their regular order.

The committee on territorial affairs, through Mr. Ancheta, its chairman, made favorable reports on Council Bills Nos. 82 and 49, also on House Bill No. 4 with amendments, which bills and reports were ordered to lie on the table and await their regular order.

The committee on municipal and private corporations, through Mr. Catron, its chairman, made a report on House Bill No. 28, recommending several amendments and passage as amended, which bill and report were ordered to lie on table and await their regular order.

A message from the House appeared and announced that Council Bill No. 56 had passed that body.

The committee on finance, through Mr. Perea, its chairman, made a report on Council Bill No. 81, recommending that the bill be referred to the committee of the whole, which bill and

report were ordered to lie on the table and await their regular order.

Reports of special committees were now in order, and the special committee composed of the delegation from Bernalillo and Santa Fe counties, through Mr. Stover, made a report on Council Bill No. 7, recommending the passage of the bill.

Upon motion of Mr. Perea the rules were suspended and Council Bill No. 7, entitled An Act to restore to the county of Bernalillo portions thereof taken from it by Chapter No. 127, of the Acts of the 29th Legislative Assembly, and to that end to change the lines of Santa Fe county, etc., the report of the special committee thereon taken up for action and the bill read in full for information.

Mr. Jaramillo offered an amendment to come in at the end of Section 1, also that the bill and his amendment be referred to a special committee, from which are to be excluded the members from Bernalillo, Santa Fe and Rio Arriba counties.

Mr. Catron moved that the amendment offered be laid on the table indefinitely, which motion was lost.

Mr. Jaramillo's amendment and motion were then put to a vote and lost.

Upon motion of Mr. Perea the bill was considered as engrossed and read a third time by title.

Mr. Perea now moved that Council Bill No. 7 pass, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President -11.

Nays, Mr. Jaramillo-1.

Therefore Council Bill No. 7 was duly passed.

Mr. Perea moved that the rules be suspended and Council Bill No. 81 taken up for action, which motion was lost. Ayes-7. Nays-5.

Resolutions were now in order, and none being presented. Introduction of bills was in order, and Mr. Jaramillo introduced the following:

Council Bill No. 90-entitled An Act to amend Section 2901, of the Compiled Laws of New Mexico, the bill was read in full a first time, and under suspension of the rules read a second time by title and referred to the committee on finance. Also,

Council Bill No. 91- entitled An Act to amend Chapter

2901, Section 10, of the Compiled Laws of New Mexico; the bill was read a first time in full, and under suspension of the rules read a second time by title and referred to the committee on finance.

Mr. Mills introduced the following:

Council Bill No. 92-entitled An Act to amend Section 2406 and 2407, of the Compiled Laws of 1884, relating to changes of venue in justices of the peace courts, the bill was read a first time by title, and under suspension of the rules read a second time in full and referred to the committee on the judiciary. Also,

Council Bill No. 93-entitled An Act to provide for the payment of printing expenses in Spanish, and for certain contingent expenses of the 29th Legislative Assembly of the Territory of New Mexico; the bill was read a first time by title, and under suspension of the rules it was read a second time.

Mr. Mills moved that the rules be suspended and the bill read a third time, which motion was lost.

The bill was then referred to the committee on the judiciary. Joint resolutions were now in order, and none being presented.

Bills on second reading were in order; and

Council Bill No. 51-entitled An Act to repeal an act entitled An Act to amend Section 933 of the revised statutes of New Mexico, being Chapter 26 of the Session Laws of 1887, and the report of the committee on territorial affairs recommending several amendments and the passage of the bill as so amended, was taken up and read in full for informrtion.

Upon motion of Mr. Ancheta the report was adopted.

Mr. Ancheta moved that the bill be considered as engrossed and read the third time.

Upon motion of Mr. Perea the title of Council Bil No. 51 was amended by inserting at the end, the words "and for other purposes.

Mr. Ancheta's motion was then put to a vote and carried and the bill was read a third time by title.

Mr. Perea now moved that Council Bill No. 51 pass, and the ayes and nays were ordered with the following result.

Ayes, Messrs. Aucheta, Catron, Contreras, Jaramillo, Perea, Richardson, Santistevan, Stover, Valdez and Vigil.

Nays, Messrs. Mills and Mr. President-2.
Therefore Council Bill No. 15, was duly passed.

Council Bill No. 48, entitled An Act enabling the authorities having charge of the finances of any town or city of the Territory of N. M., to refund any bonds or other obligations of said towns or cities, by the issuance of similar obligations bearing a less rate of interest, and the report of the Committee on Territorial Affairs, together with a substitue for said bill, was next taken up and substitute read in full for information.

Two amendments suggested by Mr. Ancheta were adopted. Mr. Ancheta now moved that the substitute be considered as engrossed and read a 3d time, which motion was carried.

Mr. Ancheta now moved that the substitute for Council Bill No. 48 pass, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-12.

Nays, none.

Therefore the substitute for Council Bill No. 48 passed unanimously.

The chair announced that he has signed House Bill No. 11, entitled An Act providing for guide boards on public roads. Upon motion of Mr. Perea Council Bill No. 81 was made a special order for to-morrow.

Mr. Mills moved that an additional clerk be appointed by the President to assist the translator.

Mr. Perea called for the ayes and nays on this motion with the following result:

Ayes, Messrs. Ancheta, Contreras, Mills, Richardson, Santistevan, Valdez and Vigil--7.

Therefore the motion prevailed.

Mr. Perea rises to a question of privilege and stated that a Joint Resolution had passed the House in relation to a conference committee composed of 3 members from each body for the purpose of inspecting the accounts of the Territorial Auditor and Treasurer and to appoint an expert to examine the same. and moved that the President appoint three members to act on such committee, which motion being carried, the chair appointted Messrs. Perea, Catron and Santistevan.

Upon motion of Mr. Richardson the Council then adjourned until 10 a. m. January 27, 1891.

Roll call dispensed with, all members being present.

The Journal of yesterday's proceedings read and upon motion of Mr. Jaramillo the Journal was approved.

The chair recommended the name of Simon Nusbaum as special clerk in accordance with resolution passed yesterday.

Mr. Perea moved that Mr. Nusbaum be appointed, which motion being carried, Mr. Nusbaum was declared a special clerk of the Council.

Council Bill No. 81, which was made a special order for today was taken up, but upon motion of Mr. Perea, who stated that the translation of the bill would be completed to-morrow, the bill was made a special order for to-morrow morning at

10 a. m.

The chair announced the order of business, petitions and memorials.

Mr. Ancheta presented a petition from residents of New Mexico, asking that justices of the peace be given a larger jurisdiction, which petition was read in full and referred to the committee on territorial affairs.

Reports of standing committees were now in order, and the committee on education, through Mr. Catron, its chairman, made an adverse report on Council Bill No. 12, but presented a substitute for said bill, and substitute ordered to lie on the table and await their regular order.
