Petitions and memorials.

Mr. Ancheta pre-ented a memorial from the citizens of Silver City in relation to fire companies, which memorial was read in full and referred to the committee on municipal and private corporations.

The chair presented a message from the Governor of the Territory, which was read in full and referred to the committee on the judiciary.

The chair also presented a communication from the Secretary of the Territory, which was read in full and referred to the committee on public printing.

Reports of standing committees were now in order, and the committee on finance through Mr. Stover made a report on Council Bill No. 86, which report and bill were ordered to lie on the table and await their regular order.

Reports of special committees were now in order, none being presented.

Resolutions were in order and Mr. Stover presented the following:

Resolved, That the committee on judiciary is hereby requested to report a substitute for Council joint resolution No. 3, said substitute to provide for a commission of six to be appointed by the Governor, (not more than three from one political party) and also for an appropriation of not to exceed $900 to pay actual traveling expenses.

Upon motion of Mr. Stover the resolution was adopted.

Introduction of bills was now in order, and Mr. Jaramillo presented the following:

Council Bill No. 87-entitled An Act to amend Chapter 86, of the Session Laws of 1889; the bill was read a first time by. title, and under suspension of the rules read a second time in full, and referred to the committee on the judiciary.

Mr. Ancheta introduced the following:

Council Bill No. 88-entitled An Act in relation to the juris diction of justices of the peace in special cases, the bill was read a first time by title, then read in full for information, and under suspension of the rules read a second time and referred to the committee on the judiciary. Also;

Council Bill No. 89-entitled An Act to regulate the organization of fire companies in the Territory of New Mexico, and for other purposes; the bill was read a first time by title, and under suspension of the rules read a second time in full, ordered

translated and printed, and referred to the committee on municipal and private corporations.

Upon mation of Mr. Stover the rules were suspended and the Council took up House bill No. 11 entitled An Act providing for guide boards upon public roads and the report of the committee on roads and highways, recommending the passage of

the bill.

Mr. Perea moved that House Bill No. 11 be tabled indefinitely, which motion was lost.

Upon motion of Mr. Stover the report of the committee was adopted.

Mr. Ancheta suggested an amendment to the bill and the same was adopted.

Mr. Ancheta now moved that the bill be considered as engrossed and read a third time, which motion was carried and the bill read a third time by title.

Mr. Ancheta moved that House Bill No. 11 be passed, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Mills, Richardson, Stover, Valdez, Vigil and Mr. President- 9.

Nays, Messrs. Jaramillo, Perea and Santistevan-3.
Therefore House Bill No. 11 was duly passed.

A messenger of the House now appeared and announced that House Bill No. 88 had passed that body, and asked the concurrence of the Council in the same.

Upon motion of Mr. Stover the rules were suspended and the Council took up Council Bill No. 86, entitled an act to amend Section 1771 of the Compiled Laws of 1884, relating to the official bonds of the Territorial Auditor and Treasurer, which bill was upon its second reading, with report of committee on finance, recommending several amendments and the passage of the bill as so amended; the bill was read in full for information and upon motion of Mr. Stover the report was adopted.

Upon motion of Mr. Mills the bill was considered as engrossed and read a third time by title.

Mr. Valdez now moved that Council Bill No. 86 be passsed, and the ayes and nays were ordered with the following result: Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-12.

Nays, none.

Therefore Council Bill No. 86 passed unanimously.

A messenger from the Governor of New Mexico appeared and presented a message, which was received.

Mr. Mills moved that the rules be suspended and Council Bill No. 5 with the substitute of the House for same, taken up. Mr. Ancheta moved that Council Bill No. 5 and substitute be laid over until Monday and made a special order of the day, which motion being carried, it was so ordered.

The chair presented a message from the Governor which transmitted the report of the Bureau of Immigration, which message and report were referred to the committee on immigration.

Upon motion of Mr. Catron the Council then went into exec

utive session.

Upon the Council arising from executive session the Council adjourned until 2 p. m., January 26, 1891, upon motion of Mr. Jaramillo.

The Council met pursuant to adjournment.
Session opened by prayer by Rev. John Menaul.
Roll call dispensed with, all members being present.

The Journal of Saturday's proceedings was read and ap proved.

A messenger of the House appeared and announced that House Bill No. 54 and House Substitute for Council Bill No. 86 had passed that body.

Council Bill No. 5 and House Substitute for same, which were made a special order for today, was then taken up, and an amendment suggested by Mr. Perea adopted.

Upon motion of Mr. Mills the bill was considered as en grossed and read a third time by title.

Mr. Mills now moved that House Substitute for Council Bill

No. 5 pass, and the and ayes nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Perea. Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-12.

Naye, none.

Therefore House Substitute for Council Bill No. 5 passed unanimously.

The chair now presented a message from the Governor transmitting the report of the Ladies Relief Society of Las Vegas, N. M., which message and report were referred to the committee on finance.

The chair announced the order of business, petitions and memorials.

Mr. Ancheta presented a petition from the residents of the county of Sierra, which was read and referred to the committee on counties and county lines.

Reports of standing committees were now in order, and the following committees made reports.

The committee on finance, through Mr. Perea, its chairman, made an adverse report on House Bill No. 36, which bill and report were ordered to lie on the table and await their regular order.

The committee on territorial affairs, through Mr. Ancheta, its chairman, made favorable reports on Council Bills Nos. 82 and 49, also on House Bill No. 4 with amendments, which bills and reports were ordered to lie on the table and await their regular order.

The committee on municipal and private corporations, through Mr. Catron, its chairman, made a report on House Bill No. 28, recommending several amendments and passage as amended, which bill and report were ordered to lie on table and await their regular order.

A message from the House appeared and announced that Council Bill No. 56 had passed that body.

The committee on finance, through Mr. Perea, its chairman, made a report on Council Bill No. 81, recommending that the bill be referred to the committee of the whole, which bill and

report were ordered to lie on the table and await their regular order.

Reports of special committees were now in order, and the special committee composed of the delegation from Bernalillo and Santa Fe counties, through Mr. Stover, made a report on Council Bill No. 7, recommending the passage of the bill.

Upon motion of Mr. Perea the rules were suspended and Council Bill No. 7, entitled An Act to restore to the county of Bernalillo portions thereof taken from it by Chapter No. 127, of the Acts of the 29th Legislative Assembly, and to that end to change the lines of Santa Fe county, etc., the report of the special committee thereon taken up for action and the bill read in full for information.

Mr. Jaramillo offered an amendment to come in at the end of Section 1, also that the bill and his amendment be referred to a special committee, from which are to be excluded the members from Bernalillo, Santa Fe and Rio Arriba counties.

Mr. Catron moved that the amendment offered be laid on the table indefinitely, which motion was lost.

Mr. Jaramillo's amendment and motion were then put to a vote and lost.

Upon motion of Mr. Perea the bill was considered as engrossed and read a third time by title.

Mr. Perea now moved that Council Bill No. 7 pass, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President -11.

Nays, Mr. Jaramillo—1.

Therefore Council Bill No. 7 was duly passed.

Mr. Perea moved that the rules be suspended and Council Bill No. 81 taken up for action, which motion was lost. Ayes-7. Nays-5.

Resolutions were now in order, and none being presented. Introduction of bills was in order, and Mr. Jaramillo introduced the following:

Council Bill No. 90--entitled An Act to amend Section 2901, of the Compiled Laws of New Mexico, the bill was read in full a first time, and under suspension of the rules read a second time by title and referred to the committee on finance. Also,
