Sir: I have the honor to acknowledge the receipt, with your communication of February 20, of the Joint Resolution passed by the Council on the death of General William T. Sherman. I will take care to have the valuable document preserved in the archives of the war department.

House Bill No. 48-An Act to provide for the incorporation of community grants and lands, and for other purposes, was taken up, and on motion of Mr. Stover the House amendments were concurred in.

On motion of Mr. Catron House Bill No. 199, An Act to amend Section 38, of An Act of the Legislative Assembly of the Territory of New Mexico, entitled An Act effecting community, town and colony grants, and for other purposes, was taken up and read the first time by title, and on his further motion the bill was read the second time in full, and on his further motion the bill was read the third time by title, and on his further motion the bill passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover and Mr. President-9. Nays, Messrs. Valdez and Vigil-2.

Sick, Mr. Ancheta.

House Bill No. 184-An Act to require the redemption of merchandise checks, orders, tickets and due bills at their face value in cash or merchandise, was taken up.

On motion of Mr. Catron the bill was laid on the table indefinitely.

The committee on engrossed and enrolled bills reported as correctly enrolled House Substitute to Council Bill No. 134, An Act to amend An Act entitled An Act to establish common schools and create the office of superintendent of public instruction in the Territory of New Mexico, and the chair signed the

same.

The chair also signed House Bill No. 48, An Act to provide for the incorporation of community grants and lands and for other purposes, and also signed House Bill No. 199, An Act to amend Section 38, of An Act of the 29th Legislative Assembly of the Territory of New Mexico, entitled An Act effecting community, town and colony grants and for other purposes.

On motion of Mr. Richardson House Bill No. 72, An Act to provide for the custody and care of the capitol building and grounds at Santa Fe, was taken up and read the first time in full, the rules were suspendod and the bill was read the second time.

Mr. Catron offered an amendment to the bill, which was read the first time in full, the rules were suspended and it was read the second time.

Mr. Stover moved that all after the enacting clause of the bill be stricken out, and that Mr. Catron's amendment be inserted therefor.

Motion carried.

On motion of Mr. Catron the bill as amended was read the third time.

On motion of Mr. Richardson the bill passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-11.

Nays, none.

Sick, Mr. Ancheta.

Therefore House Bill No. 72 was passed.

On motion of Mr. Richardson Council Bill No. 66, An Act to provide for the establishment, change, maintenance and control of roads and highways in the Territory of New Mexico, was taken up, and all amendments were concurred in as made by the House.

On motion of Mr. Richardson the rules were suspended and House Bill No. 126, An Act to amend Chapter 135 of the Laws

of 1889, was taken up, and on his motion the rules were further suspended and the bill was read the first, second and third time and passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Richardson, Santistevan, Valdez and Vigil-8.

Nays, Messrs. Perea, Stover and Mr. President 3.

Sick, Mr. Ancheta.

Therefore House Bill No. 126 was passed.

Mr. Stover announced that the conference committee of both Houses on Council Bill No. 81, the finance bill, was still in session and asked for further time, and on motion of Mr. Stover the Council took a recess for fifteen minutes.

House Bill No. 139-An Act to regulate the practice of dentistry and punish violations thereof, was taken up and read the first time by title.

On motion of Mr. Mills the rules were suspended, the bill was read the second and third time, and on his motion the rules were further suspended and the bill passed by the following

vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Valdez, Vigil and Mr. President--10. Nays, Mr. Stover-1.

Absent, Mr. Ancheta.

Therefore House Bill No. 139 was passed, and the President signed the same.

On motion of Mr. Perea, House Bill No. 176, a substitute for An Act to amend Section 1, of Chapter 28, of the Session Laws of 1889, in regard to graveyards, was taken up, read the first time by title, and on his motion the rules were further suspended and the bill was read the second time, and on motion of Mr. Jaramillo, the rules were further suspended, the bill was read the third time and passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Valdez, Vigil and Mr. President-10.

Nays, Mr. Stover.

Absent, Mr. Ancheta.

Therefore, House Bill No. 176 was passed.

On motion of Mr. Catron, House Bill No. 200, An Act to amend Section 38, of An Act of the 29th Legislative Assembly of the Territory of New Mexico, entitled An Act relating to community land grants and for other purposes, was taken up and read the first time by title, and on his motion the bill was read the second time, and on his motion the rules were further suspended, and the bill was read the third time and passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-11.

Nays, none.

Absent, Mr. Ancheta.

Therefore, House Bill No. 200 was passed.

On motion of Mr. Stover, and by unanimous consent, House Bill No. 156, An Act to amend An Act prohibiting hogs from running at large, was taken up and read the first time by title, and, on motion of Mr. Mills, the rules were further suspended and the bill was read the second time in full, and on motion of Mr. Stover, the rules were further suspended and the bill was read the third time and passed by the following vote:

Ayes, Messrs. Catron, Contreras, Jaramillo, Mills, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President—10. Nays, Mr. Perea-1.

Absent, Mr. Ancheta-1.

Therefore, House Bill No. 156 was passed.

On motion of Mr. Valdez, and by unanimous consent, House Bill No. 158, An Act providing and defining what persons shall be exempted from services as mayordomos of acequias and road supervisors within the limits of this Territory, was taken up and read the first time by title, and on his motion the rules were further suspended and the bill was read the second time in full, and on motion of Mr. Perea, the rules were further suspended and the bill was read the third time and passed by the following

vote:

Ayes, Messrs. Contreras, Mills, Perea, Santistevan, Valdez, Vigil and Mr. President-7.

Nays, Messrs. Catron, Jaramillo, Richardson and Stover-4. Absent, Mr. Ancheta.

Therefore House Bill No. 158 was passed.

Mr. Mills moved to take up House Bill No. 157, An Act relating to the organization of new counties in the Territory of New Mexico.

Mr. Perea objected to its being taken up.

Mr. Mills moved that the rules be suspended and the bill taken up.

Mr. Perea moved to lay that motion on the table indefinitely, and demanded the ayes and nays:

Ayes, Messrs, Contreras, Jaramillo, Perea, Valdez, Vigil and Mr. President-6.

Nays, Messrs. Mills, Richardson, Santistevan and Stover-4. Absent, Messrs. Catron and Ancheta.

The President signed House Bill No. 200-An Act to amend Section 38, of An Act of the 29th Legislative Assembly of the Territory of New Mexico, entitled An Act relating to community land grants and for other purposes; also,

House Substitute to House Bill No. 176-A Substitute for An Act to amend Section 1, of Chapter 28, of the Session Laws of 1889, in regard to graveyards; also,

House Bill No. 156 -An Act to amend An Act prohibiting hogs from running at large.

Mr. Mills moved to take up House Bill No. 150- An Act establishing fees for sheriffs and collectors in certain cases and separating the office of sheriff and collector in counties having over seven thousand inhabitants.

Mr. Perea moved to lay that motion on the table indefinitely.

Mr. Mills demanded the ayes and nays:

Ayes, Messrs. Catron, Contreras, Jaramillo, Perea, Santistevan, Valdez and Vigil—7.

Nays, Messrs. Mills, Richardson and Mr. President-3.
Absent, Messrs. Stover and Ancheta.

The motion was laid on the table indefinitely.

On motion of Mr. Richardson, House Substitute to Council Bill No. 44-An Act fixing the compensation of county assessors in the the Territory of New Mexico, was taken up and read in full.

Mr. Contreras moved that the bill be laid on the table indefinitely and demanded the ayes and nays:
