1. It has been said that, between 1980 and 1988, Japanese investment in the U.S. expanded over 1,000 percent (which at this rate would make them the largest foreign owner in America by 1991). Do Americans have an equal opportunity to invest in Japan? Do the Japanese impose restrictions on foreign investment that we do not?

Japan imposes a number of legal, cultural and structural barriers that thwart attempts by U.S. businesses to invest there. For example, all potential foreign investors are required to pre-notify the Japanese government of their proposed investments. The Japanese government also collects and publishes information on all foreign companies who have expressed an interest in purchasing Japanese technology, and it prohibits the purchase of farmland by foreigners.

Only joint ventures are permitted in many industries including foreign ownership of no more than 50 percent of its energy companies. For all practical
