mission, as may be necessary to carry out the provi sions of this Aot;

(5) subject to approval by the Commission, appoint such personnel as may be necessary to carry out the provisions of this Act without regard to the provi sions of title 5, United States Code, governing appointments in the competitive service;

(6) subject to approval by the Commission, ap point and fix the pay of experts and consultants for temporary services as authorized in section 3109 of title ō, United States Code: Provided, however, That such rates of pay for individuals shall not exceed the

daily equivalent of the annual rate of basic pay in

effect for grade GS-18 of the General Schedule; and

(7) take such other action as may be necessary

to carry out the provisions of this Act.

(b) No information shall be disclosed relating to the

18 identity of any individual voter in any publication made 19 under subsection (a) (2) or in any report made, or informa20 tion furnished, under section 13.

(e) The compensation of any personnel appointed by 22 the Administrator under subsection (a) (5), and any experts 23 and consultants appointed by the Administrator under sub24 section (a) (6), shall be paid by the Commission from 25 amounts appropriated under section 16.

VOTER REGISTRATION

SEO. 6. (a) Each State and unit of general local gov 3 ernment shall permit any individual who is eligible to register 4 to vote in any Federal election under the laws of the State 5 involved, or under any applicable Federal law, to se register 6 and vote on the date of the Federal election involved at the 7 polling place at which such individual would have been per8 mitted to vote if such individual registered to vote before the 9 date of such election.

(b) (1) Any individual who registers to vote at a 11 polling place on the date of any Federal election in accord12 -ance with subsection (a) shall, if so required by the State or 13 unit of general local government involved, establish his iden 14 tity and place of residence at the time of such registration

(4) executing at such polling place an affidavit which the State or unit of general local government involved shall provide and which (i) attests that such individual meets the qualifications for voting under the laws of such State or under any applicable Federal law; (ii) lists such qualifications; and (iii) includes on its face a summary of the penalties established by section11;and

(B) submitting either

(i) a form of identification establishing the

identity and place of residence of such individual, which has been approved by the Commission; or

(ii) an affidavit attesting to the identity and place of residence of the individual desiring to reg ister to vote under this section, which is executed

by a person who is registered to vote at the polling place involved and is present at such polling place with such individual. The requirement of the submission of such an affidavit shall not be deemed to

be a test or device within the meaning of the Voting

Rights Act of 1965, as amended (42 U.S.C. 1973aa.).

(2) If a State or unit of general local government 14 establishes or administers any rule or procedure which per15 mits an individual to vote in a Federal election if such 16 individual is present at the polling place involved before the 17 closing of such polling place on the date of the election 18 involved, then such State or unit of general local government 19 shall establish and administer rules and procedures which 20 permit an individual to register to vote under subsection 21 (a), and, when registered, to vote, if such individual is 22 present at the polling place involved before the closing of 23 such polling place on the date of the election involved.

(3) A State or unit of general local government may 25 not require an individual to submit more than one form of

identification under paragraph (1)(B) (i) in order to

2 establish the eligibility of such individual to vote in the

3 Federal election involved.

(4) The effective period of any registration made by 5 any individual under subsection (a) may not be less than 6 the effective period applicable to any registration made by 7 any other method or procedure which is permitted by the 8 State or unit of general local government involved. 9 (e) Nothing contained in this Act shall be construed 10 to limit the power of any State to prescribe the qualifications 11 for voting in any Federal election conducted in such State.

13 SEC. 7. (a) The Commission shall make grants to the 14 States in accordance with the provisions of this section in 15 order to assist the States in establishing voter registration 16 programs under the provisions of this Act. Such grants shall 17 be made in a manner designed to facilitate the establishment 18 of such programs for use in the first general election for 19 Federal office held after the date of the enactment of this 20 Act and in each Federal election thereafter.

(b)(1) Subject to the provisions of paragraph (2), each State may receive for each general election for Federal

23 office an amount equal to

(A) 20 cents multiplied by the number of voters

who cast ballots in such State in the most recent quad

rennial general election for Federal office, if the Commission determines that such State will be in compliance with the provisions of section 6(a) at the time of the

election for Federal office with respect to which an

allocation of funds is made by the Commission under this section;

(B) 20 cents multiplied by the number of voters

who cast ballots in such State in the election for Federal office with respect to which an allocation of funds is made by the Commission under this section, if (i) such State has transmitted a plan to the Commission under subsection (e); (ii) the Commission approves such plan; and (iii) the Commission determines that such

plan will be in effect before the date of such election; and (C) 20 cents multiplied by the number of voterswho cast ballots in such State in the election for Fed

eral office with respect to which an allocation of funds is made by the Commission under this section, if the -Commission determines that such State has placed in -effect for State and local elections the method of voter registration established in section 6(a).

(2) No State shall receive any payments under sub

23 paragraph (B) or subparagraph (C) of paragraph (1) for 24 any election for Federal office unless such State is eligible 25 for payments under subparagraph (A) of paragraph (1)
