INDUSTRIAL WORKSHOP FOR THE BLIND,

AN ACT

TO AMEND AN ACT ENTITLED "AN ACT TO ESTABLISH A
WORKSHOP FOR THE EMPLOYMENT OF BLIND MEN AND
WOMEN, AND MAKING AN APPROPRIATION THEREFOR,"
APPROVED APRIL 8TH, 1907.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. That section two (2) of an act entitled "An act to establish a workshop for the employment of blind men and women, and making an appropriation therefor," approved April 8th, 1907, be and the same is hereby amended so as to read as follows:

tion or removal of any member thereof, the Governor shall appoint a successor to fill the unexpired term.

Sec. 2. That section nine (9) of the above said act be and the same is hereby amended so as to read as follows:

Section 9. All the products made in the shop or by the use of the machinery or materials in or out of the shop, except as hereinafter provided, shall be the property of the shop and of the state, to be sold and disposed of by said board; Provided, That said board may enter into a contract for the sale of the products made in the shop from materials owned by the shop or from materials owned by the contractor, in such terms and for such length of time as in the judgment of said board is wise. The amounts realized from the sale of the products made in the shop shall be paid to the treasurer, to be applied to the further expense, maintenance or improvement of the shop.

Sec. 3. All acts or parts of acts in conflict with this act are hereby repealed.

Sec. 4. The General Assembly hereby declares that this law is necessary for the immediate preservation of the public peace, health and safety.

Sec. 5. In the opinion of the General Assembly, an emergency exists; therefore, this act shall be in force and take effect from and after its passage.

NATIONAL GUARD

CONCERNING

THE

AN ACT

ORGANIZATION OF THE ORGANIZED MILITIA, FIXING THE SALARY OF THE ADJUTANT GENERAL AND ABOLISHING CERTAIN OFFICES AND DEPARTMENTS, AND TO REPEAL ALL ACTS AND PARTS OF ACTS IN CONFLICT WITH THE PROVISIONS OF THIS ACT.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. The organized militia shall be designated National the "National Guard of Colorado," and constitute in Colorado. time of peace such military force as is or may hereafter be prescribed for the organized militia of the states by the War Department of the United States.

armament and discipline of the National Guard of Colorado shall be the same as those which are now or may hereafter be prescribed for the organized militia of the states by the War Department of the United States.

It shall be the duty of the Governor from time to time, by and with the advice and approval of the military board, to make and publish such orders as may be necessary to conform said "National Guard of Colorado" in organization, armament and discipline to that prescribed. for the organized militia of the states by the War Department of the United States, and for this purpose the Governor may alter, increase, consolidate, diminish, disband or discharge officers, enlisted men, departments, staff corps, retired list and organizations.

Sec. 4. The offices of Chief-of-Staff, QuartermasterGeneral, Judge Advocate General, Commissary General, Assistant Adjutant General, Inspector General with rank of Colonel, Paymaster General, Surgeon General, Aide-deCamp, and Military Secretary are hereby abolished.

Sec. 5. The state military board shall consist of the Governor, the adjutant general, the judge advocate, and two line officers on the active list present for duty to be designated by the Governor. The junior offier shall becorder of the board. The board shall prescribe such regulations, not inconsistent with law, as will increase the discipline and efficiency of the National Guard of Colorado. The regulations prescribed by the military board, when approved by the Governor, shall be published in orders. The Governor may, whenever in his judgment it is necessary, order said board to revise and amend said regulations, and to consider all other matters concerning the National Guard of Colorado.

Sec. 6. The adjutant general and all field officers shall be appointed by the Governor from members of the National Guard of Colorado who shall have served as commissioned officers for at least one year on the active list in the National Guard of Colorado, or in the army of the United States.

Sec. 7. The annual compensation of the adjutant general in times of peace shall be two thousand four

hundred dollars ($2,400.00), payable monthly out of the military fund.

Sec. 8. Sections 1 and 2 of Article III, sections 6, 7, 8 and 9 of Article IV, and section 24 of Article VII of an act entitled "An Act Concerning the Enrollment and Organization of the Militia of the State of Colorado; Prescribing the Number and Rank and the Officers Thereof, and Defining the Duties and Salaries of Such Officers; and to Repeal All Laws in Conflict with the Provisions of this Bill," approved April 13, 1897, and sections 1, 2, 5, 6 and 9 of the act amendatory of said act, being Chapter 185 of the Session Laws of 1909, approved April 13, 1909, and all acts and parts of acts in conflict with the provisions of this act are hereby repealed.

Sec. 9. In the opinion of the General Assembly an emergency exists; therefore. this act shall take effect and be in force from and after the date of its passage.
