Control of funds for station. Appropriation for support and maintenance of station. Appropriation third class. State of Colorado shall have the control of all moneys appropriated by the state for the use of said station, and shall have power to fix the compensation of employees, except those employed by the United States Department of Agriculture. Sec. 3. That for the support and maintenance of said experiment station for the period commencing December 1, 1914, and ending November 30, 1916, including the compensation of employees for the completion of buildings and buying the necessary farm equipment for the operation of said station, there is hereby appropriated out of the general state fund, not otherwise appropriated, the sum of $5,000.00 which shall be under the control of and be disbursed by the State Board of Agriculture under rules and regulations made by it, appropriate for that purpose. Sec. 4. The appropriation provided for herein shall be, and hereby is, designated as of the third class. Approved: April 17, 1915. CHAPTER 2. AGRICULTURE EXPERIMENT STATION TAX LEVY FOR SUPPORT. (H. B. No. 223, by Mr. Nelson.) AN ACT TO PROVIDE A FUND FOR THE MAINTENANCE AND SUPPORT Be It Enacted by the Goueral Assembly of the State of Colorado: Tax levy for periment Section 1. That to provide a fund for the support and maintenance of the Colorado Agricultural Experi- support of exment Station operated in connection with the State Agricultural College, there shall be assessed and levied equally upon all taxable property in this state the following tax, to-wit: Two and one-quarter hundredths mills on each dollar of the yearly assessed value of all the taxable property in this state, which shall be known as the "Colorado Agricultural Experiment Station" tax, and shall be ignated. levied and collected at the same time and in the same manner as provided by law for the assessment and collection of state taxes. Unless otherwise provided by law a separate account of said fund shall be kept by the several county treasurers of this state, and also by the State Treasurer, and the same shall be available to the State Board of Agriculture for research and investigations in agriculture, mechanic and household arts, and problems related thereto, and for the publication of bulletins, and for the maintenance, equipment and construction of the necessary buildings. Sec. 3. The State Board of Agriculture is hereby authorized to co-operate with the several counties of the state in research work, and in investigations of matters pertaining to the agricultural and industrial development of the counties and state, upon such terms and in such manner as may be mutually agreed upon by the respective boards of county commissioners and the State Board of Agriculture. Sec. 4. The State Board of Agriculture is hereby directed to use such portion of the funds provided by this act as in its judgment is necessary for investigations in markets and marketing methods. Sec. 5. The State Board of Agriculture is hereby invested with the power to employ and to discharge, as in its opinion the interests of the service require, all employees and specialists engaged to carry out the provisions of this act. Sec. 6. Be it further enacted that all laws and parts of laws in conflict with this act be and the same are hereby repealed, and particularly that the levy as made shall be unaffected by the provisions of section 11 of an act in relation to public revenue, chapter 137, Session Laws of 1913, page 560. Sec. 7. In the opinion of the General Assembly an emergency exists; therefore, this act shall be in force and take effect from and after its passage. Approved: April 12, 1915. CHAPTER 3. Be It Enacted by the General Assembly of the State of Colorado: Section 1. That full and complete acceptance and assent is hereby made and given by the State of Colorado to the provisions, terms and conditions made and acts acprescribed by the Act of Congress of the United States. entitled, "An Act to provide for co-operative agricultural extension work between the agricultural colleges in the several states receiving the benefits of an act of congress approved July second, eighteen hundred and sixty-two, and of acts supplementary thereto, and the United States Department of Agriculture, known as the state Agricul 'Smith-Lever Act,' approved May 8th, 1914." Agricultural College of Fort Collins, in the State of Colorado, is hereby designated as the beneficiary of said act, under the direction of the State Board of Agriculture. Sec. 2. That the State Board of Agriculture, “being the governing board of said Agricultural College," be and it is hereby designated as the officer of the State of Colorado, duly authorized to receive and expend the funds available under said Act of Congress to the State of Colorado, for the uses and purposes therein prescribed and of the appropriations provided by this act. Sec. 3. That for the purpose of making available to the State of Colorado the further and additional appropriations provided for in section 3 of said Act of Congress, there is hereby permanently appropriated out of any money in the Treasury not otherwise appropriated. a sum of money equal to that available to the State of Colorado under said additional appropriations for the purpose of maintenance and co-operative agricultural extension work, as provided for in said Act of Congress, as follows: For the year 1915, the sum of five thousand dollars; for the year 1916, the sum of nine thousand dollars; for the year 1917, the sum of thirteen thousand dollars; for the year 1918, the sum of seventeen thousand dollars; for the year 1919, the sum of twenty-one thousand dollars; for the year 1920, the sum of twenty-five thousand dollars; for the year 1921, the sum of twentynine thousand dollars; for the year 1922, the sum of thirty-three thousand dollars; and annually thereafter such sum as may be necessary to meet the provisions of said Act of Congress which said appropriations are hereby declared to be of the first class. Sec. 4. In the opinion of the General Assembly, this act is necessary for the immediate preservation of the public peace, health and safety. Sec. 5. Whereas, in the opinion of the General Assembly an emergency exists, therefore this act shall take effect from after its passage. Approved: April 9, 1915, |
