restricted toilet purposes. In order to accomplish this a more elaborate treatment plant designed to fit local sanitary conditions is necessary. It is agreed, therefore, that the Santa Fe Railway will assume the increased cost of operation of the plant over and above what it would cost to purify the sewage under conditions if the effluent were not to be used over again. Under these conditions it is agreed as follows:

(1) The National Park Service will construct the trunk-line sewer from a point near the end of the present trunk-line sewer at the septic tank to the site selected for the activated sludge treatment plant, a distance of approximately 3,442 feet. The Santa Fe Railway will construct a separate sewer line from its laundries, kitchens, and stables to the treatment plant. The Santa Fe Railway will also lay the necessary laterals and make the connections to the trunk-line sewer from its own facilities. The National Park Service will make the necessary connections from Park Service buildings to the trunkline sewer. The trunk-line sewers are considered to be all sewer lines located in roadways or other places by the National Park Service for the purpose of collecting sewage from lateral connections; the trunk-line sewers to be constructed and maintained by the National Park Service.

(2) The National Park Service will construct that part of the treatment plant consisting of coarse bar screens, presettling tank, diversion box, avtivated sludge tank, settling tank, chlorination chamber, and the necessary equipment, pipe, valves, fittings, motors, blowers, and accessories.

The Santa Fe Railway will install mechanical filters, storage basin, motors, pumps, and chlorination apparatus. The Santa Fe Railway will also construct and maintain a return pipe line and elevated storage tank for storing the purified sewage for distribution about the grounds for railroad uses and for such purposes as the National Park Service may require.

The National Park Service and the Santa Fe Railway will share in the cost of furnishing material and constructing the necessary housing for covering the filters, motors, compressors, and laboratory, in proportion to the amount of space occupied by each party to this agreement.

OPERATION

(1) Up until the time when the National Park Service will take over the complete operation of the plant, the National Park Service will furnish labor of one man, which is equivalent to what would be required if the purified sewage were not to be used over again.

The Santa Fe Railway agrees to furnish all labor in excess of that stipulated above, not to exceed two men, and provide electric current for operating the treating and pumping plant, chlorine for sterilization of the effluent returned, and coagulating chemicals if required.

(2) It is agreed that of the amount of purified sewage returned daily, the Santa Fe Railway will become the owner of 90 per cent and the National Park Service the owner of 10 per cent. Should the National Park Service not require all of this 10 per cent, the Santa Fe Railway may use the unused portion without charge. To compensate for the extra cost of pumping and storing the 10 per cent of purified sewage referred to above, the National Park Service will assume the responsibility and liability for the repairs and renewals of equipment used in that part of the sewage treatment plant paid for by the National Park Service.

It is the intent that the National Park Service will take over complete operation of the treatment plant whenever appropriations for this purpose can be secured, and provided a satisfactory agreement can be made between the National Park Service and the Santa Fe Railway in ragard to rates to be charged for purified sewage.

For the purpose of determining the proportionate amount of purified sewage used by the Santa Fe Railway and the National Park Service, the Santa Fe Railway and the National Park Service will each install and maintain the necessary meters.

It is agreed that all plans and specifications connected with the construction of this plant shall be respectively reviewed and approved in writing by authorized representatives of the National Park Service and the Santa Fe Railway.
