The subcommittee met, pursuant to call, at 10.30 o'clock a. m., in the committee room, Capitol, Senator Robert M. Stanfield (chairman) presiding.
The CHAIRMAN. The committee will come to order. I will ask the officinal reporter to make a part of the record the resolution under which this subcommittee is sitting:
Resolved, That the Committee on Public Lands and Surveys, or any duly authorized subcommittee thereof, is authorized to investigate all matters relating to national forests and to the public domain and their administration, including grazing lands, forest reserves, and other reservations and lands withdrawn from entry. For the purpose of this resolution such committee or subcommittee is authorized to hold hearings and to sit and act at such places and times; to employ such experts and clerical, stenographic, and other assistants; to require by subpoena or otherwise the attendance of such witnesses and the production of such books, papers, and documents; to administer such oaths and to take such testimony and make such expenditures as it deems advisable. The cost of stenographic service to report such bearings shall not be in excess of 25 cents per hundred words. The expenses of such committee or subcommittee shall be paid from the contingent fund of the Senate. The committee or subcommittee shall make a final report to the Senate as to its findings at the beginning of the first regular session of the Sixty-ninth Congress, together with recommendations for such legislation
The CHAIRMAN. Furthermore, I have prepared a statement as to purposes of this subcommittee:
The provisions of Senate resolution 347 place no limit upon the matters relating to the public domain and the national forests. The Scope of investigations by the Committee on Public Lands into committee has power to investigate, and to recommend legislation in connection with, any or all phases of the utilization or disposition of the lands themselves, the forage growing thereon, and the timber, mineral, or other resources in or upon these areas.
The unreserved and unappropriated public domain now consists of 185,933,272 acres. The present area of the national forests is 136,652,805 acres. The percentage which these lands bear to the areas of the States in which they are located is shown on Table I attached to this statement.
