the Federal Bureau of Investigation. The FBI conducts an investigation and it is the U.S. Attorney's responsibility to ensure that the investigation is complete. 126 According to the U.S. Attorney for Nebraska, the decision to prosecute the case lies entirely with the Civil Rights Division in Washington, 127 D.C. The city attorney stated that there had been about 21 such complaints 128 since 1979, none of which had been accepted for prosecution.
