SIR: The provisions of section 336 of the Revised Statutes require that an annual statistical report of the commerce and navigation of the United States with foreign countries shall be issued for each fiscal year. This act was amended by an act approved on January 25, 1919, which states in part that future annual reports shall cover the calendar year instead of the fiscal year. For the tabulations required by law, and in order to furnish information concerning foreign trade to Government agencies, and industrial, agricultural, and commercial organizations, the following statistical tables for the calendar year ended December 31, 1946, are submitted for publication.
