On motion,

Council proceeded to the second reading and consideration of the bill annexed to the report.

The first and only section was agreed to.

The title was agreed to.

And the bill ordered to be prepared for a third reading.

It was then, by special order, read a third time and passed.

So Common Council concurred.

Another message

Informed that Select Council had received a Report from the Committee on City Property, and had passed the following resolution thereto annexed, to wit:

Resolved, That the Mayor be authorized to affix the city seal to the following described Deed, and to acknowledge the same as and for the act and deed of this Corporation.

Deed from the Mayor, Aldermen and Citizens of Philadelphia, to Thomas Gegan, for a certain lot or piece of ground situate on the south side of Lombard street, at the distance of one hundred and seventy-four feet westward from Tenth street, in the City of Philadelphia, containing in front or breadth on the said Lombard street sixteen feet, and in length or depth seventy feet to a twenty feet wide street called Ivy street, extending from Tenth to Eleventh street, bounded on the south by Ivy street aforesaid, on the north by the said Lombard street, on the east by a lot or piece of ground intended to be granted Applegate on ground rent, and on the west by another lot or piece of ground intended to be granted to Ward on ground rent, subject to the payment of a yearly rent or sum of fifty-six dollars, commencing on the first day of January, Anno Domini eighteen hundred and fifty, and payable half yearly from that date, and redeemable at any time within ten years from the day of the date of said deed, on payment of the

cents.

Which was read.

On motion,

Council proceeded to the second reading and consideration of the resolution.

When the same was agreed to.

So Common Council concurred.

Mr. Poulson

Moved that when this Council adjourns, it adjourn to meet on Thursday evening next, the 4th of April.

Which was not agreed to.

Mr. Miller

Offered the following:

Resolved, That the Committee on Police be requested to consider and report to Councils whether the lamplighters and their superintendents, provided for by the 11th and 12th Sections of the Ordinance of March 16th, 1848, entitled "An Ordinance to establish a night and day police, and to provide for the lighting of the public lamps in the city of Philadelphia," cannot be dispensed with, and their duties performed by others at less expense to the city.

Which was read twice and passed.

Mr. Christian

Offered the following:

Resolved, That the Committee on Police be instructed to inquire into the expediency of vesting the Superintendents of the several public squares with police powers.

Which was read twice and passed.

Presented an application from Caleb Cope, President of the Merchant's Hotel Company, asking permission to make a drain from the rear of their hotel, in North Fourth street, to the sewer in Fourth street.

Also,

A petition from residents and owners of property in the vicinity of the Merchant's Hotel, asking that the same may be granted.

Which were read and referred to the Committee on Public Highways.

The President

Laid before Council a communication from R. H. Smith, City Clerk, enclosing the First Quarterly Report of the City Commissioners for the year 1850.

Which was read and laid on the table.

Also

A communication from Michael Heffernan, a Night Police

man, South-western district, asking compensation for time lost occasioned by injury received in the performance of his duty.

Which was read and referred to the Committee on Police.

Also,

A memorial from citizens of the western part of the city, denying the charges of disorderly conduct in that section of the city, made in a petition to Councils, presented at the last meeting. Which was read and laid on the table.

Mr. Mentz

Presented the First Quarterly Report of the City Treasurer for the year 1850.

Which was read and laid on the table.

Mr. Derbyshire,

From the Committee on Public, Highways, made a report, (Appendix, No. 43,) in answer to the memorial asking that the name of George street, from Eighth to Ninth streets, may be changed to Sansom street, with a resolution annexed, to wit:

Resolved, That the Committee be discharged from the further consideration of the subject.

Which was read.

On motion,

Council proceeded to the second reading and consideration of the resolution annexed to the report.

When the same was agreed to.

Select Council concurred.

Mr. Poulson,

From the Committee on Police, made a report, (Appendix, No. 44,) in answer to the petitions relative to the location of a

Board Yard in Schuylkill Eighth street near Walnut street, with a resolution annexed, to wit:

Resolved, That the Committee on Police be discharged from the further consideration of the subject.

Which was read.

On motion,

Council proceeded to the second reading and consideration of the resolution annexed to the report.

When the same was agreed to.

Select Council concurred,

Mr. Poulson,

From the same Committee, made a further report, (Appen dix, No. 45,) in answer to the petition relative to the inefficiency of the Police in the western part of the city, with a resolution annexed, to wit:

Resolved, That the Committee be discharged from the further consideration of the subject.

Which was read.

On motion,

Council proceeded to the second reading and consideration of the resolution.

And being under consideration,

Mr. Flanigen,

Moved to amend the same by striking out all after the word "Resolved," and inserting the following in lieu thereof, to wit:

"That the report be referred back to the Committee on Police, with instructions to inquire into and report if the charges against the police of the south-west portion of the city be correct."

Which was agreed to.

The Resolution as amended was agreed to.
