account of the receipts and expenditures of the Girard Funds, from July 2d to September 29th, 1849, both inclusive, (Appendix No. 2.)

Which was read, and laid on the table.

Also,

A communication from the Mayor, proposing an increase of the Night Police Force, in the Southwestern District, by the addition of ten men; also suggesting the propriety of providing arms to be kept at the Station houses, to be used under proper regulations by the day and night police, in cases of riots and armed resistance to the law; also, the appointment of an officer to be charged with the especial duty of drilling and training the police in the proper use of the arms provided, and of taking the command under the superior authority, on such emergencies as are contemplated by the Act of Assembly, passed April 12th, 1845, for the better regulation of the Police in the City of Philadelphia, (Appendix No. 3.)

Which was read, and referred to the Committee on Police, with instructions to report at the earliest practicable period. Common Council concurred.

The President

Laid before Council a "Copy of the Digest of the Ordinances of Southwark," presented by the Commissioners of that District.

Which, on motion, was ordered to be placed in the Library of City Councils.

Mr. Waterman,

From the Committee of Visitation to the Girard College for Orphans, for the present term, made report, (Appendix No. 4, with a bill annexed, entitled "An Ordinance to fix the salary of the Recording Secretary of the Girard College."

Which was read.

On motion,

Council proceeded to the second reading of the Bill. The first and only section being under consideration, And the question being-Will Council agree thereto ?

The Yeas and Nays were ordered, and were as follows, to wit:

YEAS. Messrs. Boswell, Lewis, Waterman.-3.

NAYS.-Messrs. Hagert, Lancaster, Robins, Souder, Trucks, Wetherill, Morris, Pres't.-7.

So the question was determined in the negative.

Mr. Souder

From the Committee on City Property, made report (Appendix, No. 5,) submitting a communication from the Principal City Surveyor, with plans and estimates for the alteration of the Bridge at High street, Schuylkill, and continuation of the Railroad to Broad street, as adopted by the late Committee on City Property.

Which was read.

Mr. Souder offered the following, to wit:

Resolved, That Councils approve of the plan adopted by the late Committee on City Property, in relation to the construction of the Bridge over the river Schuylkill, at High street, and the continuation of the Pennsylvania Railroad to Broad street, and hereby authorize the Committee on City Property to vary the said plan in any of its details.

Which was read.

On motion,

Council proceeded to the second reading of the resolution. And being under consideration,

Mr. Trucks

Made a motion to strike out all after the words " High street."

And on the question-Will Council agree to the motion? The Yeas and Nays were ordered, and were as follows, to wit:

YEAS.-Messrs. Hagert, Lewis, Robins, Trucks, Wethe

NAYS.-Messrs. Boswell, Lancaster, Souder, Waterman, Morris, Pres't.-5.

So the question was determined in the negative.

A message from Common Council informed,

That they had received a communication from the Schuylkill Railroad Company, submitting a plan for the location of their road, for the approval of Councils.

Which they had referred to the Committee on Public Highways.

Which was read.

On motion, it was

Ordered, That Select Council do concur in the reference made by Common Council.

Another message informed,

That they had received a report from the Committee on Public Highways, with three bills annexed, to wit: "An Ordinance to authorize the construction of a Pier at the foot of Walnut street, on the river Delaware, and south thereof, opposite the wharf of the Philadelphia and Camden Steamboat Ferry Company; and to authorize the extension of the Culvert in Walnut street, through the same."—" An Ordinance making an appropriation to the Committee on Public Highways."—"An Ordinance to establish the regulation of Delaware Avenue, between Pine and Lombard streets."

Which was read.

On motion,

Council proceeded to the second reading and consideration of the first bill annexed to the Report, entitled "An Ordinance to authorize the construction of a Pier at the foot of Walnut street, on the river Delaware and South street, opposite the wharf of the Philadelphia and Camden Steamboat Ferry Company, and to authorize the extension of the Culvert in Walnut street, through the same."

The bill ordered to be prepared for a third reading.

It was then, by special order, read the third time, and passed. So Select Council concurred.

On motion,

Council proceeded to the second reading and consideration of the Bill annexed to the report, "entitled "An Ordinance making an appropriation to the Committee on Public Highways."

The first and only section was agreed to.

The title was agreed to, and

The bill ordered to be prepared for a third reading.

It was then, by special order, read the third time, and passed. So Select Council concurred.

On motion,

Council proceeded to the second reading and consideration of the Bill annexed to the report, entitled "An Ordinance to establish the regulation of Delaware Avenue, between Pine and Lombard streets."

The first and only section was agreed to.

The title was agreed to, and

The bill ordered to be prepared for a third reading.

It was then, by special order, read the third time, and passed.

So Select Council concurred.

Another message informed,

That Common Council had passed a resolution, to wit:

Resolved, That a Joint Special Committee of three members of each Council be appointed to consider the expediency of organizing a System of Police, which shall embrace the City and Districts, and to confer with the authorities of the adjoin

ing Districts, on the subject. And had appointed Messrs. Thompson, Gerhard, and Flanigen, the Committee on the part of Common Council.

Which was read.

On motion,

Council proceeded to the second reading and consideration of the resolution.

And being under consideration,

Mr. Robins

Made a motion to amend the same, by striking out all after the word "Resolved," and inserting the following, to wit :

Whereas, the disturbance of the peace, by gangs of lawless men and boys, which has occurred in our city, and the surrounding districts, during the last few years, in despite of the police force, and which has more recently manifested itself in a most reckless and daring manner, calls for an investigation into the police arrangements, as well of our city as of the corporations adjoining it, with the view to such amendments in the present system as will tend to remedy the evils referred to, Therefore

Resolved, That the Committee on Police be, and they are hereby instructed to confer with the Mayor of the City, and with the authorities of the surrounding districts, upon the best measures to preserve the peace, and to suppress dispositions to riot and lawlessness within the city and districts, and report to Councils with as little delay as possible.

Which was agreed to.

The resolution as amended was agreed to,

On motion of Mr. Boswell,

Council resumed the consideration of the bill entitled "An Ordinance making an appropriation from the Girard Estates for the year 1849, for the purposes therein mentioned," reported by the Clerk as an item of unfinished business."

The first and only section being again under consideration, on second reading,

Mr. Trucks

Made a motion to amend, by striking out the words "six thousand," where they occur in the second line, and inserting
