Whereas large sections of the State of Louisiana, notably in the Parishes of Avoyelles, Catahoula and Concordia, are now and have for some time been overflowed from the excessive floods in the Black River;

And whereas this condition is causing some considerable distress among the small farmers living in those sections,

And whereas the people in the flooded area have appealed to the Governor of this State and to the Congress of the United States for assistance,

And whereas it will be necessary that some assistance be extended to them to assist them in raising food crops and forage after the overflow;
