House Concurrent Resolution No. 14.

Whereas, the name of one of the leading citizens of Alexandria of the State of Louisiana, the Honorable Wm. Polk of the Parish of Rapides, has been presented to the President of the United States, and the Department of State, for a position in the diplomatic service, by the Louisiana delegation in Washington; and, Whereas, the candidacy of Colonel Polk has met with the cordial support of the democracy of Louisiana; therefore, be it Resolved by the House of Representatives, the Senate conof Colonel William curring, that the General Assembly of the State of Louisiana the diplomatic serv- presents the name of Colonel Wm. Calling upon Parish Superintendents of Education Throughout. the State of Louisiana to furnish the General Assembly without delay lists of all school lands.

Whereas, It is a businesslike proceeding for the General Assembly to have accurate information concerning all school lands in the State in order to ascertain if any legislation is necessary, and to ascertain how much, if any, of such school lands might be available for home settlement purposes; therefore be it

First. A complete list of all school lands in his parish now held for the benefit of the public schools.

Second. A complete list of all school lands that have been sold or leased in his parish.

Third. The royalties or amounts received from the leasing of oil, gas or mineral producing school lands in his parish together with the names and addresses of these paying sucn amounts or royalties.

Fourth. What recommendations, if any, Parish Superintendents of Education may wish to make concerning school lands.

Resolved further, That the Secretary of State is hereby directed to immediately transmit a certified copy of this concurrent resolution to the Superintendents of Education of all of the parishes in the State, with instructions to prepare three copies of the information sought herein and mail ene copy each to the Governor, to the Secretary of the Senate and to the Clerk of the House of Representatives at Baton Rouge, La., within ten days after notice thereof.

Resolved further, That the State Superintendent of Education is invited to submit to the General Assembly any recommendations he may wish to make concerning school lands, and the Secretary of State is directed to transmit a certified copy of this resolution to the said State Superintendent of Education. A CONCURRENT RESOLUTION.

Calling upon the secretaries of all Levee Boards within the State of Louisiana to furnish the General Assembly without delay lists of all lands now held or owned by such Levee Boards, together with lists of all lands that have been sold or leased by Levee Boards.

Whereas, It is in the interest of the public welfare that the General Assembly should be accurately informed as to the lands

Second. A full and complete list or lists of all land or lands that have been sold or leased by such Levee Boards, together with the location, approximate acreage, date or dates of sale, or lease, prices paid and the rames of the purchasers or lessees.

Third. The annual amount or royalties received from the leasing of oil, gas or mineral producing lands, together with the names and addresses of those paying such royalties.

Resolved further, That the Secretary of State is hereby directed to transmit without delay a certified copy of this concurrent resolution to the secretaries of all Levee Boards in this State, with instructions to nail the information sought herein in triplicate form, one copy to the Governor, one copy to the Secretary of the Senate and one copy to the Clerk of the House of Representatives at Baton Rouge, La., within ten days of notice thereof.

Making an appropriation to defray the expenses of the General Assembly of the State of Louisiana, to pay the mileage and per diem of the members, the salaries of officers and employees; and other expenses thereof for the regular session commencing May 10th, 1920.

Section 1. Be it enacted by the General Assembly of the $95,000 for expenState of Louisiana that the sum of Ninety Five Thousand Dol- ses of General Aslars, ($95,000), or so much thereof, as may be necessary, is hereby appropriated to pay the mileage and per diem of the members of the General Assembly of the State of Louisiana, the Salaries of officers and other employees, and other expenses thereof for the regular session commencing May 10th, 1920, and to be obtained and disbursed as hereinafter provided.

Section 2. Be it further enacted, etc., That of the sum so appropriated Sixty Four Thousand Dollars ($64,000) is hereby set apart for the use of the House of Representatives, and Thirty One Thousand Dollars ($31,000) for the Senate; That the Chairman of Distributing Committee of the two Houses shall, in disbursement of the sum herein appropriated issue vouchers in favor of the parties entitled to be paid out of the sum and to take the receipt therefor, which vouchers shall be approved and countersigned by the presiding officer of the respective houses, and on presentation of such vouchers the Auditor of Public Accounts shall warrant on the Treasurer for the amount of such vouchers, respectively, in favor of the parties entitled thereto.

Section 3. Be it further enacted, etc., That the aforesaid warrants shall be paid out of the monies in the Treasury not otherwise appropriated, and the Treasurer is hereby required to pay said warrants out of the first monies paid into the Treasury on licenses due in the year 1920 by preference over all other warrants, except warrants for the salaries of Constitutional officers of the State, for the year 1920, which shall be concurrent with the warrants provided for in this Act.

Whereas, the Congress of the United States has, about 14 months ago, appointed a Postal Wage Commission composed of United States Senators and Representatives to adjust wages paid the employees of the postal service, and in doing so has conceded

that the salaries existing are inadequate to meet the demands of the high cost of living; and,

Whereas, the said Wage Commission has heard unvarying stories in every city that it visited-employees leaving the service on account of low wages and incompetent and inexperienced men coming into their places-and up to the present time no report has been rendered, to the utter demoralization of the postal service and growing discontent of its loyal employees; therefore, be it Congress urged to secure adequate liv
