Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. In order to provide housing for persons engaged in national-defense activities, and their families, in those areas or localities in which the President shall find that an acute shortage of housing exists or impends which would impede national-defense activities and that such housing would not be provided by private capital when needed, the Federal Works Administrator (hereinafter referred to as the "Administrator") is authorized: (a) To acquire prior to the approval of title by the Attorney General (without regard to sections 1136, as amended,2 and 37098 of the Revised Statutes) improved or unimproved lands or interests in lands by purchase, donation, exchange, lease (without regard to section 322 of the Act of June 30, 1932 (47 Stat. 412), as amended, the Act of March 3, 1877 (19 Stat. 370), or any time limit on the "Title I" and "Defense Housing" inserted by sec. 1 of Public No. 137, 77th Cong., June 28, 1941. 210 U. S. C., sec. 1339 (as amended February 27, 1877, 19 Stat. 242). This section requires special authorization of Congress for construction of permanent troop barracks or quarters and written approval of title by the Attorney General. See p. 66. '41 U. S. C., sec. 5 (as amended June 25, 1910, 36 Stat. 861). This act provides that in contracts for supplies and services, except personal services, advertisement for proposals shall be made before awarding same except when public exigency demands immediate delivery or performance. See p. 60. 40 U. S. C., sec. 278-a (as amended March 3, 1933, 47 Stat. 1517). This act fixes maximum rental to be paid by the Government for the use of any building at per annum rate of 15 percent of fair market value and maximum sum to be expended for alterations at 25 percent of rent for first rental term on leases made or renewed after June 30, 1932, where rent exceeds $2,000 per annum. See p. 70. 40 U. S. C., sec. 34. This act prohibits any contract for the leasing of any building in the District of Columbia without a special appropriation therefor by the Congress. See p. 70. |
