The Twelfth Legislature convened on January 9th, 1911, at 12 o'clock, noon (being the second Monday in January), and adjourned sine die on March 9th, 1911. All laws passed by said session, and approved by the Governor, take effect in ninety days after the adjournment, or at 12 o'clock, midnight, June 7, 1911, except relief bills, appropriations and those acts having an emergency clause.
