FY 1975 Supplemental Request for the Employee Reti ement
Income Security Act of 1974 and Civilian Pay Increase
Authorized by Executive Order 11811

Accounts, Collection and Taxpayer Service
(ACTS Appropriation)

Supplemental funding of approximately $22.3 million is requested for this appropriation. Some $20.3 million of this amount is required to fund the cost of the FY 1974 pay increase authorized by Executive Order 11811. An additional $2.0 million and some 40 averag: positions are needed for data processing, taxpayer service and printing requirements resulting from the Employee Retirement Income Security Act of 1974.

DATA PROCESSING

To carry out the intent of the new legislation and be responsive to the Congress, we are reformating and expanding our Exe npt Orga nizations Master File (EOMF) and are completely redesigning our Employee Plans Master Files (E PMF).

The EOMF is being reformatted and enlarged in FY 1975 to include additional information regarding each entity. This expansion requires extensive systems redesign, computer programming and testing work. It is important to complete these tasks in the current fiscal year so that the Service will be able to accept and process new input data by July 1, 1975.

In addition, the Service will develop systems to create and maintain computer files for an estimated 1.5 million Individual Retirement Accounts and for Actuarial Registration.

This work will be accomplished during the next two fiscal years. In 1975 we will concentrate on systems design, computer programming and testing. We also anticipate increased processing requirements and workload and plan to initiate processing handbooks procedures in the current fiscal year.

For the above purposes, we require some 35 new average positions.

TAXPAYER SERVICE

To assist in handling an estimated 400,000 additional taxpayer service requests expected as a result of the new law, an additional 7 Taxpayer Service Representative (TSR) average positions are requested for our Taxpayer Service Activity.

Printing Requirements

An additional $1 million is being requested to fund special and unusual printing and distribution requirements generated as a result of the new law. A significant volume of material will be prepared which must be published and made available to the public. This will include general and technical information, regulations, procedures and decisions, and forms and instructions.
