DESCRIPTION

Like program syndicators, each of the major commercial networks was asked to supply the names of program series dealing with issues of public importance supplied by them to stations during the last 13 weeks of 1966. They were also asked to describe the format and content of each, name of principal talent, and list the stations which carried them. DEAR MR. ZAPPLE: This is with reference to your recent letter, relating to your subcommittee's study of the fairness doctrine in broadcasting, in which you re quest that we supply you with the names of any of our television or radio network programs, presented during all or any part of the last 13 weeks of 1966, which dealt with issues of public importance from time to time.

For your information, during the last 13 weeks of 1966, the ABC Television Network presented the following program series which, from time to time. dealt with issues of public importance:

PROGRAM AND DESCRIPTION

1. Issues and Answers.-A continuing series of weekly, 30-minute programs in which various ABC News correspondents interview personalities in the public eye on issues of current interest.

2. ABC Scope.-A continuing series of weekly, 30-minute programs, anchored by Howard K. Smith, studying the war in Vietnam in depth. Programs in this series focus on military, economic, and social aspects of the war utilizing interviews with public figures, government officials, military leaders, literary personalities, soldiers in the field, as well as the man in the street.

3. Elections '66.-A limited series of six weekly, 30-minute programs (Oct. 2 1966, to Nov. 6, 1966), anchored by ABC News Correspondent Bill Lawrence, which investigated the key issues and candidates in last November's election.

Attached is a list, arranged alphabetically by State, of the stations which car ried one or more of the programs in the Elections '66 series during the last 13 weeks of 1966. We have been unable to locate a clearance list for the fourth quarter of 1966 for either the "ABC Scope" series or the "Issues and Answers series and have therefore responded on the basis of our current station clearances for these two series.

Additionally, the ABC Radio Network presented the following program series dealing, from time to time, with important public issues during the last 13 weeks of 1966:

PROGRAM AND DESCRIPTION

1. Campaign Report.-A limited series of 31 programs, each program 3 minutes in length, presented Mondays through Saturdays between October 3 and Nove ber 7, 1966. On each program in this series, an ABC news correspondent focused on one or more significant contest or a key issue in the 1966 November elections 2. From the Capital.-A continuing series of weekly, 24-minute programs originating in Washington, D.C., in which various ABC news correspondents interview public figures, Government officials, and Members of Congress.

3. Issues and Answers.-A continuing series of weekly, 24-minute programs in which various ABC news correspondents interview personalities in the public eye on issues of current interest.

4. The High Cost of Kicks.-A limited series of two 24-minute programs, presented on November 18 and 25, 1966 and narrated by ABC Newsman Don Gardiner, probing the use of narcotics in the United States at the present time.

Each of the foregoing ABC Radio Network program series was a sustaining, public service series for which we have no record of the affiliated stations which carried any or all of the programs.

5. Paul Harvey News and Commentary.-A continuing series of 5-minute programs presented Monday through Friday (8:55-9 a.m.) in which Paul Harvey comments frequently on important public issues.

6. Paul Harvey With the News.-A continuing series of 15-minute programs, presented Monday through Saturday, featuring Paul Harvey's commenting on the news and issues of importance.

7. Paul Harvey News and Commentary.—A continuing series of 5-minute programs presented Monday through Friday (6-6:05 p.m.) in which Paul Harvey delivers news and his commentary on the news.

8. Edward P. Morgan Views the News.-A continuing series of 15-minute programs, presented Monday through Friday, on which Edward P. Morgan delivers the news and frequently comments on the issues underlying the news.

9. Alex Dreier News and Commentary.-A continuing series of daily, 10-minute programs on which Alex Dreier delivers the news and his characteristic commentary on the news.

10. On the Line With Bob Considine.-A continuing series of 5-minute programs, presented Mondays through Fridays, on which Bob Considine presents the news and his comments on the news.

Attached is a list, arranged alphabetically by State, of the stations which carried one or more of the programs in the three Paul Harvey series, the Alex Dreier series, the Bob Considine series or the Edward P. Morgan series.

For your further information, the ABC Radio Network makes no attempt to present opposing viewpoints within the three Paul Harvey series or within the Edward P. Morgan series. However, on an overall basis, the presentation of the Edward P. Morgan series achieves a balance of contrasting viewpoints with the views expressed on the three Paul Harvey series and vice versa. Since each of these series is continuing, the ABC Radio Network does achieve fairness and balance when its programing is considered on an overall basis.
