PRESIDENT : I am directed to notify your honorable body that the following Committee has been appointed in the House, to confer with a similar Committee on the part of the Senate, for the purpose of revising Joint Rules for the government of the Senate and House: Messrs. After some time spent therein the Committee rose, and recom. mended that the Senate concur in the action of the House, adopting the Joint Rules of the last Territorial Legislature, for the temporary government of the two Houses. Mr. Wood moved to amend by inserting the word "constitutional," before the word "majority," in the third line of Rule twenty-two. EMMERT, On motion of Mr. Martin, Chief Clerk. The Senate adjourned to meet in the Hall of the House of Representatives. ELECTION OF UNITED STATES SENATORS. The Joint Convention of the Senate and House of Representatives met at 2 o'clock on Thursday, April 4th, 1861, for the purpose of electing two United States Senators for the State of Kansas, and was Called to order by W. W. Updegraff, Speaker of the House. Mr. Martin offered the following order: Resolved, That the vote for two persons to represent the State of Kansas in the Senate of the United States be now taken, and in the manner following, to-wit: The Clerk of the House of Representatives shall first call the names of the members of the House of Representatives, and each member, as his name is called, shall respond by naming two persons; after which the Secretary of the Senate shall call the names of all the Senators, and each Senator, as his name is called, shall respond by naming two persons. The Clerk of the House of Representatives shall then call the names of the members of the House who have voted for each of the persons voted for; and in like manner the Secretary of the Senate shall call the names of the Senators who have voted for each person voted for. After which the Tellers shall count the votes, and the President of the Convention shall announce the result; and the person or persons, not exceeding two, who shall have received the larger number of votes, |
