AFTERNOON SESSION. TUESDAY, April 2, 1861, 2, P. M. Senate assembled. President in the Chair. Quorum present. Message from the House of Representatives: MR. PRESIDENT: I am directed to notify your honorable body that the House of Representatives has passed the following Concurrent Resolution, and respectfully request your concurrence : Resolved, by the House of Representatives (the Senate concurring therein), That the House and Senate meet in Joint Convention, in the Hall of the House of Representatives, at 2 o'clock, P. M., on Thursday next, for the purpose of electing two United States Senators for the State of Kansas. D. B. EMMERT, Mr. Lockhart moved that the Senate concur, and demanded the previous question. The President decided the motion out of order. Mr. Elder appealed from the decision of the Chair. Mr. Wood moved that the Senate adjourn. The Yeas and Nays were demanded, and the vote resulted as follows: YEAS-Messrs. Bancroft, Broadhead, Connell, Denman, Dutton, Gunn, Hoffman, Hubbard, Lappin, McDowell, Morrow, Wood-12. NAYS-Messrs. The question being, "Shall the decision of the Chair stand as the judgment of the Senate ?" the Yeas and Nays were demanded, and the vote resulted as follows: YEAS-Messrs. Mr. Wood, Chairman of the Special Committee appointed to apportion the Governor's Message to the appropriate Standing Committees, submitted the following REPORT: MR. PRESIDENT: The Special Committee appointed to apportion the Governor's Message to the appropriate Standing Committees, beg leave to make the following Report: That all that part referring to the expenses of the various Constitutional Conventions, be referred to the Committee on Federal Relations. All that part referring to the losses incurred by the people of Kansas during our political disturbances, and recommending their payment by Congress, to the Committee on Federal Relations. All that part referring to Territorial Indebtedness, and recommending the payment of the same by Congress, to the Committee on Federal Relations. All that part referring to the Act of Congress for our admission, proposing to give us certain lands, on condition that we will not tax the lands of the United States, to the Committee on Public Lands. That part in reference to Sections 16 and 36, set apart for Schools, &c., to Committee on Education. All that part in reference to lands for University, Public Buildings and Institutions, to the Committee on Public Buildings, Institutions, &c.
