Municipal Building-Ford's Hotel Site.

Approved May 22, 1914.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That a special joint Committee consisting of two members of the Board of Aldermen and three members of the Common Council, to be appointed by the Presidents of the respective branches, and the said presidents of the two branches of the City Council, be and is hereby, constituted to consider the necessity of erecting a new municipal building on the Ford's Hotel site located in the block bounded by 11th and 12th streets and Broad and Capitol streets, and to ascertain full information as to plans, and cost for such building as conditions require, and report its recommendations to either branch at an early date as practicable.

Alley-Land to Extend and Widen.

Approved June 6, 1914.

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the City Attorney be, and he is hereby, instructed to acquire by gift, purchase, condemnation or otherwise, sufficient land to extend and widen to a uniform width of twenty feet the alley between 14th and 15th streets and Porter and Bainbridge streets, as shown on a plan on file in the office of the City Engineer, marked 137-H-3, a blue print copy of which is attached to the draft of this resolution; but no concluded action shall be taken in the premises, however, until the price at which said land can be acquired shall have been reported to the Committee on Finance and by said body transmitted to the Council of the City of Richmond and by said Council approved.

Poles-Acquisition of Poles by the City Belonging to the Va. Railway and Power Company.

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the Administrative Board be, and they are hereby,

directed to purchase from the Virginia Railway and Power Company 258 poles, property of said Company and used by the City Electric Plant at a cost of $1,119.79, as agreed, the said amount when paid to be charged to account, "Electric Plant Extension and Enlargement."

Conveyance of Property to Alice H. Wallen

Approved June 6, 1914.

Whereas, Mrs. Alice H. Wallen, has purchased from the City of Richmond, 10 feet of land on the west side of Harvie street between Grove avenue and Park avenue, running back between parallel lines 110 feet 7 inches, being a part of the 30 foot lot conveyed to the City of Richmond by N. D. Wilkinson by deed bearing date on the 22nd day of November, 1913, and recorded in the Clerk's office of the Chancery Court of the City of Richmond, D. B. 225, A. P. 125, at the price of $650.00 as authorized by a resolution of the Council approved November 14, 1913, and desires now to have a conveyance of the said property to her upon the payment of the said sum into the Treasury of the City of Richmond.

Now, Therefore, be it resolved by the Council of the City of Richmond, the Common Council concurring, That upon the payment into the Treasury of the City of Richmond of the said sum of Six hundred and fifty ($650,00) the Mayor of the City of Richmond shall convey by deed with General Warranty unto the said Alice H. Wallen the said strip of land, and the Treasurer of the City of Richmond is hereby authorized to affix the seal of the City of Richmond to said conveyance when approved by the City Attorney.

Floyd Avenue-(Binford School).

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the sum of One hundred and fifty-two thousand and sixty-four dollars and thirty cents ($152,064.30) be, and the same is hereby appropriated to account "Construction of Floyd Avenue" (Binford) School in accordance with plans and specifications of Chas. M. Robinson, Inc., Architects, and bid of A. M. Walkup Co., Inc., aggregating said amount including alternates, one, three, four and seven, heating and ventilating, architects fees and contingencies, said amount to be allotted from proceeds of bonds issued by authority of ordinance approved February 13, 1914.

Clyde Line Wharf Property-Acquisition of Clyde Line Wharf Property.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire by gift, purchase, condemnation or otherwise, all that certain lot of land of the Old Dominion Development Company known as the "Clyde Line Wharf Property," and located between James River and Water street, and Ash street and Gillies Creek, as shown on the accompanying plan marked "Old Dominion Development Company's wharf property between James River and Water street and between Ash street and Gillies Creek, Richmond, Virginia," and dated June, 1913, for wharf purposes, but no concluded action shall be taken in the premises, however, until the price at which said land can be acquired shall have been reported to the Committee on Finance and been by it reported to the Council of the City of Richmond and by said Council approved.

Triangle Lot Between Ashland Street, Elm Street, and William Byrd Park-Acquisition by the City.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire the triangle lying between Ashland street, Elm street, and William Byrd Park, the metes and bounds of which triangle appear upon a plan on file in the office of the City Engineer, dated November 24, 1913, and marked 85-H-2, a blue print copy of which plans is attached to the draft of this resolution, at a cost of Twenty thousand dollars ($20,000.00) which amount shall be charged to bond issue account "Opening Streets."

New Municipal Building-Ford's Hotel Site.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the sum of One thousand dollars ($1,000.00) be, and the said amount is hereby, appropriated to the credit of an account to be raised and named "New Municipal Building," and the special joint committee on Municipal Building is hereby authorized to use the same to pay for the services of a competent architect, whom it may employ, to act in an advisory capacity to it in making a survey of the site for the proposed building and in arranging a tentative program for architectural competition

in accordance with the rules of the American Institute of Architects governing competition, and in assisting in judging the drawings that may be submitted for the building.

And the Committee on Finance is hereby instructed to provide the said amount.

Employment of Dr. T. E. Stratton-Assistant to the District Physicians.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Board of Health be, and they are hereby, authorized and directed to employ Dr. T. E. Stratton, a District Physician of the City of Richmond, whose term of office will expire on the 30th day of June, 1914, as an assistant to the District Physicians of the City of Richmond at a compensation of $50.00 per month for a period not longer than twelve months, payable out of the Treasury of the City of Richmond as other salaries are paid.

John Roe-Employee of the Gas Works to be Continued in Service for Twelve Months.

Be it resolved by the Council of the City of Richmond, the Board of Alderman concurring, That the Administrative Board be, and they are hereby, directed to continue to employ at the Gas Works John Roe, a superannuated employee, for a period not exceeding twelve months, from date of approval of this resolution at a compensation of Thirty dollars ($30.00) per month.

William's Island-Acquisition of William's Island for Purposes of the Water Department.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire by gift, purchase, condemnation or otherwise, that island located in James River, known as "William's Island," approximately opposite Westhampton, the exact metes and bounds of which shall be furnished to the

City Attorney by the Superintendent of the Water Works, said island when acquired to be the absolute property of the City of Richmond to be used for municipal purposes, and especially for the enlargement and improvement of the water supply of the City of Richmond; but no concluded action shall be taken in the premises until the price at which said island can be acquired shall have been reported to the Committee on Finance, and their action directing its acquisition shall have been approved by the Council of the City of Richmond.

City Dump-Acquisition of Land for the Purposes of a City Dump.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, instructed to acquire by gift, purchase, condemnation or otherwise, the following certain pieces or parcels of land to be used as a city dump.

One parcel of land belonging to Jno. C. Cheatwood, on the east side of 12th street, commencing north of the public school building owned by the City, and running along 12th street 164 feet to Leigh street, assessed at $823.00.

One parcel of land on the northeast corner of what should be 12th and Leigh street belonging to W. A. Crenshaw, fronting 120 feet on 12th street, assessed value $690.00.

Three parcels of land with improvements thereon belonging to Thomas Starkes and F. F. Finch, on the west side of an alley between 12th and 13th streets, north of Leigh street, not designated by number, running along side alley 60 feet, assessed value $1,500.00.

One parcel of land belonging to Jno. R. Williams running 213 feet on 12th street, from the northwest corner of Leigh street, assessed value $214.00. One parcel of land on 13th street running 16 feet with improvement thereon, belonging to William Randall, on the west side of 13th street north of Leigh street, assessed value $960.00, the metes and bounds of said pieces and parcels of land to be shown on a plan to be furnished by the City Engineer to the City Attorney together with the names of the owners of same; but no concluded action shall be taken in the premises, however, until the price at which said land can be acquired shall have been reported to the Committee on Finance and by said body transmitted to the Council of the City of Richmond, and by said Council approved.
