Whereas the said corporation has so increased its endowment as to make it practically certain that it will never expire or its corporate rights and privileges cease; and

Whereas the said corporation has bought another location on the north side of Stuart avenue west of Robinson street on which it has erected a suitable building at a cost for land and building of about $55,000; and

Whereas the City of Richmond under its charter expressly authorized to make donations to charitable and eleemosynary institutions such as the said Richmond Home for Ladies;

Now, Therefore, be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Mayor of the City of Richmond be, and he is hereby, authorized to convey by deed with special warranty all interest both at law and in equity which the City of Richmond has under the said deed from Thomas M. Logan and wife to the Richmond Home for Ladies in and to that lot of land in the City of Richmond with all the improvements thereon, hereinbefore fully described; and the Treasurer of the City of Richmond is hereby directed, when the deed hereby authorized has been executed by the Mayor of the City of Richmond to affix the seal of the City of Richmond thereto and attest the same in the mode prescribed by law.

Lester Street-Acquisition of Property on the Street.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire the property No. 3700 Lester street by condemnation or otherwise, at a price not exceeding two thousand dollars ($2,000) and the sum of two thousand dollars ($2,000) is hereby appropriated to account, "Opening and Widening Streets," for this purpose.

Armory-First Regiment.

Approved January 16, 1914.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the sum of fifty-seven thousand eight hundred and six dollars and eighty-eight cents ($57,806,88) be, and is hereby, appropriated to account "First Regiment Armory Building," to meet full cost of construction of building and inspectors salary on same, as provided by resolution approved December 28, 1912.

Thirty-fifth Street-Land to Open.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire for the widening of 35th street on the east side from Marshall street southwardly to an alley the 20 foot lot of Mrs. Willie C. Gayle and the necessary property of Frederick Gayle at a cost not exceeding two thousand and twenty dollars ($2,020.00), in accordance with the report of the commissioners appointed under resolution approved June 4, 1913, and to charge the said cost to "Opening and Widening Streets."

Cowardin Avenue-Land to Widen.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, directed to acquire the necessary land to widen Cowardin avenue on the east side from Porter to Semmes street to a uniform width of 50 feet in accordance with a plan on file in the City Engineer's office, at a cost of five thousand one hundred and eighty-five dollars and ninety-four cents ($5,185.94) as reported by commissioners appointed under resolution approved June 18, 1913, and the said sum of five thousand one hundred and eighty-five dollars and ninety-four cents ($5,185.94) is hereby appropriated to account "Opening and Widening Streets," to pay the cost herein authorized.

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the Committee on Finance be, and they are hereby, authorized and directed to employ, for a period not exceeding twelve months, Edward J. Warren, Auditor of the City of Richmond, whose term of office will expire on the 31st day of December, 1913, to act as Assistant Auditor of the City of Richmond on and after the 1st day of January, 1914, at a compensation of one thousand dollars per annum payable monthly, payable oin of the Treasury of the City of Richmond as other salaries are paid.

Bond of City Treasurer-Proposed Amendment to City Charter

Relating to said Bond.

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the City Attorney be, and he is hereby, directed to apply to the Legislature of Virginia and secure an amendment to section 39 of the Charter of the City of Richmond so as to provide that the Council of the City of Richmond shall fix the amount for which the Treasurer of the City of Richmond shall execute bond to the City of Richmond for the faithful discharge of the duties imposed upon him as Treasurer by the Charter and ordinances of the City of Richmond.

Bainbridge School-Bainbridge Street-Acquisition of Land.

Approved February 13, 1914.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, authorized and directed to acquire by gift, purchase, condemnation or otherwise, the several pieces, parcels and lots of land abutting on the north side of Bainbridge street between Fifteenth street and Cowardin avenue and running back to alley dedicated through block.

So much of said land as may be needed to be used for a site for Bainbridge School building, and for the further purpose of widening and straightening Bainbridge street on the north line.

But no concluded action is to be taken in the premises until the cost of said property has been reported to the Committee on Finance and by it reported to the City Council for its action in the premises.

Oakwood School Building-Floyd Avenue School Building.

Approved February 13, 1914.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City School Board be, and they are hereby, instructed to have prepared plans and specifications and to secure competitive bids for the erection of Oakwood School building to cost not exceeding forty thousand dollars ($40,000,00), and Floyd Avenue School building to cost not exceeding one hundred and fifty thousand dollars ($150,000.00) each amount to include architects fees, and to report the plans and bids to the City Council for its action in the premises.

Acquisition of Land to Open Taylor Street and Chaffin Street from
Certain Location.

Approved February 13, 1914.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, instructed to acquire by gift, purchase, condemnation or otherwise sufficient land to open Taylor and Chaffin streets from the alley between Colonial avenue and Sheppard street eastwardly to Colonial avenue, each of said respective streets to be extended of the uniform width as they are now laid out, west of said alley, in accordance with a plan on file in the office of the City Engineer, a blue print copy of which is attached to the draft of this resolution, but no concluded action shall be taken in the premises, however, until the price at which said land can be acquired shall have been reported to the Committee on Finance and by said body transmitted to the Council of the City of Richmond, and by said Council approved.

Form of City Government-City Attorney to Secure the Adoption of Senate Bill No. 192.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be, and he is hereby, authorized and directed, through the representatives of the City of Richmond in the General Assembly of Virginia, to secure the adoption of Senate Bill No. 192, entitled, "A Bill to provide a mode by which cities of this Commonwealth having a population in excess of 100,000 may request the General Assembly to grant a special form of Government for any such city."

City Charter-Proposed Amendments.

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the City Attorney be authorized and directed, through the representatives of the City of Richmond in the General Assembly, to procure amendments to the following sections of the City Charter; viz: 19, 19-0, 22, 26, 28, 29, 30-d, 30-f, 30-g, 30-h, 30-i, and 47, in accordance with the text of the said sections agreed upon by each branch of the City Council,

Proposed Sale by the C. and O. Railway Company of Certain Portion of the Canal-Opposition to Passage of the Senate Bill.

Be it resolved by the Council of the City of Richmond the Common Council concurring, That the City Attorney be directed, and the representatives from the City of Richmond in the General Assembly of Virginia be requested and urged to oppose the passage of Senate Bill No. 263, entitled

"A BILL

To authorize the Chesapeake and Ohio Railway Company to make sale and transfer to the James River and Kanawha Power Company, or to such other purchaser as may be approved by the State Corporation Commission, of the canal formerly owned by the James River and Kanawha Company between Bosher's Dam and the eastern face of the masonry of the first lock above the ship lock, including Bosher's Dam and pond, and so much of its real estate and riparian rights as may be appurtenant to the use thereof."

And further, that so soon as this resolution shall be adopted in each branch of the Council a copy be transmitted to each member of the Senate and House of Delegates of Virginia from this city.

Public School Building-First Virginia Regiment Armory-Shockoe CreekJames River Bridge-Sewers-City Bonds—Temporary Loans.

Approved March 4, 1914.

Whereas, the immediate reconstruction of the James River Free Bridge is necessary and imperative, and

Whereas, the City Council has by various resolutions authorized the construction of certain Public School Buildings and the first Virginia Regiment Armory, and

Whereas, the Committee on Finance recommends an appropriation for the straightening and walling of Shockoe Creek, and

Whereas, the sums herein appropriated should become available without delay, Therefore;

Be it resolved by the Council of the City of Richmond, the Common Council concurring, That the following sums be, and are hereby, appropriated; for Reconstruction of James River Bridge, $50,000.00; Shockoe Creek and Sewers (portion of appropriation of $353,500, for Shockoe Creek and $100,00 for sewers, for which bonds are to be issued), $200,000,00; and the Committee on Finance is hereby authorized to borrow said sums when
