AN ORDINANCE

(Approved August 18, 1914).

To amend and reordain sub-section (3) of section 3-a, and section 9, of Chapter 25, of Richmond City Code, 1910, concerning the organization, powers and duties of the Board of Health and its officers and employees.

Be it ordained by the Council of the City of Richmond

1. That sub-section (3) of section 3-a of Chapter 25 of Richmond City Code, 1910, and section 9 of said chapter be amended to read as follows. 3-a-(3). City Bacteriologist at a yearly salary of $2.000.

9. That the City Bacteriologist shall devote his entire time to the duties of his office, and shall make such examinations, including milk and food stuffs as shall be required of him by the Board of Health; and that in view of the technical training and peculiar qualifications demanded for the proper discharge of the highly important duties of the office, the Board of Health be, and they hereby are authorized to employ temporarily any qualified person, whether or not such person resides in the City of Richmond, in the event of their being otherwise unable at any time to fill this position in a satisfactory

manner.

2. All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed.

3.

This ordinance shall be in force from its passage.

AN ORDINANCE

To amend and reordain section 16 of chapter 38, Richmond City Code, 1910, concerning street railways.

Be it ordained by the Council of the City of Richmond

1. That section 16 of chapter 38, Richmond City Code, be amended and reordained so as to read as follows:

16. That the street railway companies operating lines of railway on the streets of the City of Richmond be, and they are hereby, required to stop their cars for the receipt and discharge of passengers only on the near side of intersecting streets, except at transfer points on Main and Broad streets, at 21st street, and at Harrison street, and at all intermediate transfer points except Eighth street.

Any company violaing the provisions of this ordinance shall be liable

to a fine of not less than ten nor more than twenty-five dollars for each offense. recoverable before the Police Justice of the City of Richmond.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 18, 1914).

To amend and reordain sub-section 2 of section 1 of an ordinance approved June 8, 1912, entitled “An Ordinance to fix the voting places in the elextion precincts of the City of Richmond, and to repeal sections 27 to 33, inclusive, of chapter 3 of Richmond City Code, 1910, concerning election precincts in the several wards."

Be it ordained by the Council of the City of Richmond

1. That sub-section 2 of section 1 of an ordinance approved June 8, 1912 entitled "An ordinance to fix the voting places in the election precincts of the City of Richmond, and to repeal sections 27 to 33, inclusive, of chapter 3 of Richmond City Code, 1910, concerning election precincts in the several wards, be amended and reordained so as to read as follows."

(2) Lee Ward:

First Precinct-No. 1125 West Broad street.
Second Precinct-No. 736 West Broad street.
Third Precinct-No. 1805-9 West Broad street.
Fourth Precinct-No. 221 West Broad street.
Fifth recinct-No. 406 Brook avenue.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 18, 1914).

To change the name of Ashland street to Lake View avenue, and of Dance street to Maplewood avenue, and of Wallace street to Rosewood avenue, from Meadow street to Davis avenue in each case.

Be it ordained by the Council of the City of Richmond

1. That the name of Ashland street, extending from Meadow street west to Davis avenue, be, and the same is hereby, changed and shall hereafter be designated and known as Lake View avenue,

2. That the name of Dance street, extending from Meadow street west to Davis avenue, be, and the same is hereby changed and shall hereafter be designated and known as Maplewood avenue.

3. That the name of Wallace street, extending from Meadow street west to Davis avenue, be, and the same is hereby changed and shall hereafter be designated and known as Rosewood avenue.

4. This ordinance shall be in force from its passage.

AN ORDINANCE

To change the name of China street to Edgewood street.

Be it ordained by the Council of the City of Richmond—

1. That the name of China street, extending from Belvidere street to Cherry street, be, and the same is hereby, changed and shall hereafter be designated and known as Edgewood street.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 18, 1914).

To amend and reordain Section 30, of Chapter 38, of the Richmond City Code, 1910, concerning Street Railways.

Be it ordained by the Council of the City of Richmond

(1) That section 30, of chapter 38, of the Richmond City Code, 1910, concerning street railways, be amended and reordained so as to read as follows:

30. When a moving car is approaching from the opposite direction a car which is standing, the motorman on the moving car shall, when within not less than ten yards of the standing car, slow down his car so as to have the same under proper control and continue to proceed slowly and cautiously until the front platform of his car has passed the rear platform of the standing car; and shall also, when within not less than ten yards of the standing car, ring a gong or bell and continue to ring the same until after the front platform of his car has passed the rear platform of the standing car.

For any violation of this section the company employing the motorman so violating the same, shall be liable to a fine of not less than five nor more than fifty dollars, each violation shall be a separate offense.

2. This ordinance shall be in force from its passage.

AN ORDINANCE

(Approved August 20, 1914).

To authorize the Mayor of the City of Richmond, to enter into an agreement with the County of Henrico, through the Board of Supervisors thereof, providing for the contribution of $100,000 towards the building and improvement of permanent public roads leading into the City of Richmond, located in the County of Henrico, but within ten miles of the corporate limits, on condition that the County of Henrico and the Board of Supervisors thereof compromise and finally settle all matters in dispute between the City of Richmond and the County of Henrico, and the Board of Supervisors thereof in the annexation proceedings lately pending in the Circuit Court of Henrico County, under the style of the City of Richmond vs. County of Henrico and County of Chesterfield, et als.

WHEREAS, it has been suggested to the Council of the City of Richmond by one of the Special Counsel representing the County of Henrico and the Board of Supervisors thereof, that the City of Richmond appropriate the sum of $100,000 to be expended during the year 1915 on the permanent improvement of highways of the County of Henrico leading into the City of Richmond within ten miles of the corporate limits, conditioned upon the final compromise and settlement of all questions in dispute between the City of Richmond and the County of Henrico and the Board of Supervisors thereof in the annexation proceedings lately pending in the Circuit Court of the County of Henrico under the style of the City of Richmond vs. County of Henrico, et als; and

WHEREAS, by an act of the General Assembly, approved February 17, 1910, the Council of the City of Richmond, may, when in their judgment such action will tend to promote the material interest of the City, contribute funds towards the building and improvement of permanent public roads leading into the City, not more than ten miles beyond the corporate limits; and

WHEREAS, in the judgment of the Council of the City of Richmond the contribution of one hundred thousand dollars ($100,000.00), as hereinafter provided towards the building and improvement of permanent public roads in the County of Henrico leading into the City of Richmond and within ten miles of the corporate limits, will tend to promote the material interests of the City of Richmond, NOW THEREFORE.

Be it ordained by the Council of the City of Richmond

1. That the Mayor of the City of Richmond, with the approval of the

City Attorney, be, and he is hereby authorized and directed to enter into an agreement with the County of Henrico and the Board of Supervisors thereof, providing as follows:

(1) That the Board of Supervisors shall by resolution duly passed and entered upon their records direct the Commonwealth's Attorney of the County of Henrico and their special counsel employed in the above mentioned proceedings to abandon the proceedings taken by the said County and the Board of Supervisors thereof to effectuate and prosecute an appeal from the several orders of the Circuit Court of Henrico County entered in said Annexation Proceedings, and especially from the final order entered in said cause on July, 17 1914, and by said contract to ratify and approve of the said order and to recognize the jurisdiction and control of the City of Richmond over the territory belonging to the County of Henrico, annexed to the City of Richmond by the said order of July 17, 1914, as in force and effect on and after the 5th day of November, 1914, as provided in said last mentioned order.

(2) That the City of Richmond shall contribute the sum of one hundred thousand dollars ($100,000) towards the building and improvement of permanent public roads in the County of Henrico leading into the City of Richmond, no part of such sum, however, to be expended at any point more than ten (10) miles beyond the corporate limits of the City, and to that end will, within ninety (90) days from the making of such agreement, appropriate and place to the credit of an account to be known as "IMPROVEMENT OF PERMANENT PUBLIC ROADS BEYOND THE CITY LIMITS," said sum so to be appropriated to be expended by the Board of Supervisors of Henrico Coun ty, subject to the approval of the Administrative Board of said City, during the years 1915 and 1916, for the permanent improvement of the important public roads extending beyond the corporate limits into the County of Henrico, not, however, beyond the distance of ten (10) miles into said County; said sum to be expended and paid out on vouchers drawn thereon by the said Board of Supervisors, after being first audited and approved by the Adminis trative Board; provided, however, that in case of any disagreement between the Board of Supervisors of Henrico County and the Administrative Board of the City of Richmond concerning the highways to be improved and the expenditure of the money for such improvements, such dispute or disagreement shall be determined by some third person to be selected by the said Board of Supervisors and said Adiministrative Board, and when so determined shall be final and conclusive of such matter of dispute or disagreement. 2. This ordinance shall be in force from its passage.
